Hyderabad, Nov. 17: Telangana cleared the Telangana gig workers security law that promises job security, insurance, and minimum payment safeguards for gig and platform workers.

Ministers said the new system will give legal identity, welfare access, and structured oversight. They also said the law will protect workers in fast growing platform sectors.

The cabinet approved the draft after consultations with all departments and the law wing.

The chief minister met gig workers on 12 December 2024. He assured them that the state would form a welfare board. That promise shaped the new bill.

Officials said nearly three lakh gig and platform workers operate in Telangana. They work in transport, delivery, home services, and logistics.

Many work long hours. Many face irregular payments and low security. The new law aims to change that.

The bill creates a twenty member welfare board. The labour minister will chair it. Government officials, platform companies, workers, civil society, and technology experts will join. Their term will last three years.

The board will issue unique IDs to workers. It will also guide all state schemes. It will track worker rights and ensure safe work conditions. Payment rules and rating systems must follow clear transparency. Every worker must register.

Platforms must share worker data within sixty days. Aggregators must complete registration within forty five days.

The law also frames a dedicated welfare fund. This fund will collect a welfare fee from platform payments.

Government grants and CSR contributions will add support. The income will fund insurance, protection, and benefit schemes. Platforms must reveal algorithmic rules. They must inform workers in a language they understand.

Workers must get a fourteen day notice for contract changes. They must get a seven day notice for removal, except in misconduct cases.

The bill sets up a clear grievance system. A state grievance officer will handle complaints. A platform level committee will address disputes.

Appeals will go to a deputy commissioner level body. Penalties apply for non payment of welfare fees. The first offence will draw a fifty thousand rupee fine.

The second offence will draw one lakh. The third will draw one and a half lakh. Later offences will require full payment of dues.

Officials compared laws across states. Rajasthan passed a similar law in 2023, yet rules remain pending. Karnataka cleared an ordinance and now prepares rules.

Tamil Nadu covers gig workers under its unorganised workers board. Jharkhand cleared a bill in its cabinet but has not placed it in the assembly. Telangana now holds one of India’s most complete and advanced models.

The Telangana gig workers security law strengthens labour relations. It also reduces platform level disputes. It supports formal systems and data based policy work. It places Telangana at a strong national position in gig worker governance.
