Telangana Govt Issues Notification for Regularization of Sadabainama Lands

Hyderabad, Sept 11 (Maxim News): The Telangana State Revenue Department issued a notification for regularization of land purchase agreements (Sadabainama) written on white papers. It said that applications received from October 12, 2020 to November 10 of the same year will be regularized.

It said that Sadabainama documents will be regularised under Sub-section-1 of Section06 of the Bhu Bharati Act. It explained that small and marginal farmers who have Sadabainama document stating that the land is under their cultivation before June 2, 2024 and have applied on the basis of Pattadar passbook are eligible for regularization. It said that the applications of those who have been in possession of the land for at least 12 years will be regularized. According to this, 9.80 applications in the state are likely to get salvation.

In 2016, the then state government regularized the land registrations that took place before June 2, 2014, except in towns in the state. Applications were invited again in 2020. However, the ROR-2020 Act, which was brought on October 29, 2020 as an amendment to the ROR-1971, did not include sections for regularization. Moreover, accepting applications before and after the 2020 Act led to a legal dispute. The court ordered that only applications received when the 1971 Act was in force would be considered. The court stayed the regularization. Later, the state government wanted to bring an ordinance, but the entire process came to a standstill.

Fresh Notification for Sadabainama Lands

Telangana CM Revanth Reddy and Revenue Minister Pongulaeti Srinivasa Reddy announced several times during the 2023 assembly elections and thereafter that they would regularize the Sadabainama. Steps have been taken to resolve the legal dispute. In this context the High Court recently allowed the issuance of 13-B proceedings to Sadabainama farmers. In this context, the government has issued a fresh notification.

The Telangana Congress government has brought the Bhu Bharati Act, ROR-2025, in place of ROR-2020.  Section 6 of this act has provided an opportunity for regularization of simple titles.  The RDO has been entrusted with the responsibility of the inquiry officer.  If the government wants to accept new applications, the law suggests that only the stamp duty on the date of application should be collected.  Once the regularization is complete, farmers will get ownership rights over the lands, new patta passbooks will be issued, and the government will generate revenue through registrations and mutations.  (Maxim News)
