Telangana HC Zone II Foundation Laid By CJI

Chief Justice of India Justice Surya Kant on Sunday laid the foundation stone for Zone II of the Telangana High Court complex at Rajendranagar. He said the upcoming Telangana High Court complex would be the best in the country.

Speaking at the event, the CJI highlighted that the project will bring all judicial facilities into one integrated campus. He said courtrooms, administrative buildings, archives, residential units, and training centres will be grouped at one self-contained site.

Meanwhile, the foundation for Zone II covers 60 acres within the total 100-acre campus. The CJI attended the event along with Supreme Court judges, Telangana High Court Chief Justice Justice Aparesh Kumar Singh, and Chief Minister A. Revanth Reddy.

“The judiciary will operate here on its own terms and its own turf. That’s what institutional self-sufficiency looks like when we move from theory to brick and mortar,” he said.

He also spoke about key structures in Zone II. He said the auditorium and central record room are close to his heart. The auditorium will host judicial training and awareness programmes. “The judiciary that ceases to learn will stop evolving. I have seen across the country and hold this convention strongly and very firmly,” he said.

Further, he stressed the importance of the central record room. “Institutional memory is not a luxury. It’s the foundation of consistency in judicial reasoning. Well-preserved and accessible precedents strengthen every judgment that follows. I am pleased to see this has been given the space and seriousness it warrants,” he said.

The CJI also noted that sustainable infrastructure is part of the design. He said the campus will serve generations and must respect the land it stands on. He thanked the Telangana government for allotting 100 acres and sanctioning over Rs 2,500 crore for the project.

Chief Minister Revanth Reddy said the project is a major step for the state. He noted that the land allotment was among the first decisions after his government took office in December 2023. He added that Zone II, which includes residential quarters, will be completed by December 2027.

Justice Aparesh Kumar Singh said the project is planned in two phases. Zone I includes the main court complex and offices. Zone II will house residential facilities and the central record room.

The CJI expressed confidence that the new campus will strengthen judicial independence and improve access to justice.
