Chief Electoral Officer C. Sudarshan Reddy said the Election Commission of India’s DSE tool could identify electors with two or three enrolments. The software matches demographic details such as name, relation type, relation name, gender, date of birth, and age. It flags similar entries for review by electoral officers.

Officials will ask flagged electors to state which enrolment they wish to retain before removal. The CEO warned that retaining multiple enrolments can invite one year imprisonment and a penalty.

He gave an example of an actor found on rolls in different states and served a notice. He also noted a case from the recent Jubilee Hills by election where one person had entries in Delhi and Telangana; the duplicate was deleted in one state after ECI review.

The ECI used DSE in 12 states during SIR 2025 and 2026. Using the tool in West Bengal, the commission removed 6.44 crore names from final rolls after the revision. The software produces multiple analytical reports to help CEOs, EROs, and BLOs refine the electoral roll and support decisions on duplicate voters.
