According to the government, the proposed Core Urban Region (Integrated Governance) Bill, 2026 is designed to create a modern legal framework for governing the Hyderabad metropolitan region.

Officials said the existing GHMC Act, enacted more than seven decades ago, contains several outdated provisions that no longer meet the needs of a rapidly expanding urban region. The new legislation seeks to repeal those provisions and introduce a more comprehensive governance model.

The Bill proposes an integrated governance framework through a whole of government approach. It aims to improve coordination among departments and public agencies while simplifying citizen services.

The proposed legislation also focuses on improving the ease of living, strengthening public health systems, promoting sustainability and climate responsibility, enhancing the ease of doing business, and adopting national and international best practices in urban administration.

As part of the consultation process, the draft Bill has been published on the websites of the three municipal corporations for public review.

The government has invited written representations and suggestions, which may be submitted to the Special Chief Secretary, Municipal Administration and Urban Development (MAUD) Department, at the Secretariat. The consultation process will remain open until July 24.
