The ordinance, which includes amendments to Section 285(A) of the Telangana Panchayat Raj Act, was signed by both Chief Minister A. Revanth Reddy and the Panchayat Raj Minister on Tuesday, July 15. It has now been forwarded to the Raj Bhavan for the Governor’s assent.

Sources in the government stated that the ordinance is part of a broader effort to enhance representation for BC communities in rural governance. Once the Governor grants approval, an official notification will be issued, making the ordinance legally enforceable.

The state government’s urgency comes in response to a directive from the Telangana High Court, which has set a three-month deadline to conduct elections to local bodies. To avoid any legal or procedural hurdles, the government opted for the ordinance route rather than waiting for a full legislative session.

A senior official said, “The decision to amend the Panchayat Raj Act through ordinance is to ensure timely compliance with the High Court’s instructions and to uphold the constitutional commitment to social justice.”

The move is being seen as an important step toward ensuring fair political representation for BCs in Panchayat Raj institutions, which play a critical role in rural development and grassroots democracy.

If approved, the ordinance is expected to pave the way for revised reservation percentages ahead of the much-anticipated local body elections scheduled in the coming months.

Political analysts note that the Congress government is keen on demonstrating its commitment to inclusive governance, especially after promising enhanced BC representation in its election manifesto.

Further developments are awaited pending the Governor’s decision on the ordinance.
