ULC Land Cases | Hyderabad, Sept. 28: The Telangana government has taken a key decision to resolve long-pending Urban Land Ceiling (ULC) land applications and address related Section 22-A issues.
The Revenue Department has directed officials to examine pending applications and regularise eligible cases according to the rules. The move is expected to benefit thousands of families who have faced difficulties in establishing property rights and carrying out land transactions.
The department issued Memo No. 48062/ULC/A1/2026-1 on Sunday. It directs officials to examine pending ULC applications filed under Government Orders 455, 456, 747 and 92 and take necessary action in eligible cases.
Fast-Track Process for ULC Colonies
Several colonies and residential properties developed on ULC land have faced problems over ownership, registration and property transactions. Some properties were also included in the prohibited list under Section 22-A of the Registration Act.
Revenue Minister Ponguleti Srinivas Reddy said the government had decided to examine applications relating to colonies that were either partially regularised or remained unregularised. Eligible cases will be taken up for regularisation after completing the required procedural formalities.
The government said thousands of ULC applications have remained unresolved for years. A previous government had issued orders in 2016 to address the issue, but the process was not fully implemented, according to the Revenue Minister.

The latest decision follows Chief Minister A Revanth Reddy’s assurance in the Legislative Assembly on September 16 to fast-track solutions to key Section 22-A issues. The government has also constituted a high-level committee to examine these matters.
Officials have been directed to identify eligible properties and complete regularisation after following the applicable rules. The government has also issued orders concerning the registration of eligible houses, plots and flats that have valid statutory approvals from HMDA, GHMC, DTCP and other urban local bodies, even where such properties had earlier faced Section 22-A restrictions.
The move is aimed at resolving long-standing property disputes and registration hurdles. For eligible beneficiaries, completion of the regularisation process could provide greater clarity over property rights and facilitate future transactions in accordance with the law.
