The Chief Minister addressed his request, D.O. Letter No. 18/2025, Dated: 01.11.2025, to Prime Minister Narendra Modi.

He sought the extension of the current deadline for registration by a further period of one (1) year beyond 05th December 2025.

This critical request follows an appeal made by the Syed Shah Afzal Biabani Khusro Pasha, Chairman, Telangana Dargah Association, who had earlier urged the CM to take up the matter with the Union Government.

The Chief Minister’s letter references the Waqf Amendment Act, 2025 (UMEED Act) and the Unified Waqf Management, Empowerment, Efficiency and Development Rules, 2025.

The UMEED Central Portal became operational on 06-06-2025. The request highlights significant technical and administrative challenges faced in the State for smooth registration.

The Government of Telangana is deeply committed to ensuring transparency, accuracy, and completeness in the registration of Waqf lands across the State.

The Chief Minister noted that concurrent initiatives were undertaken by the State Government. Specifically, the government is tackling the comprehensive land record reforms. This includes replacing the Record of Rights statutes.

However, he stated that certain operational challenges still persist in reconciling the Revenue Data with the Waqf Data. He mentioned that under the Telangana Records of Rights in Land Act, 1971, land records were maintained in digital form through the Land Record Management System (LRMS).

Subsequently, this data was migrated to a new digital platform called Dharani.

The letter details several critical issues. First, the limited technical familiarity of most Muthawallies with the technical aspects of the portal presents a hurdle.

Training sessions are being conducted to familiarize them with its functioning as well as the primary usage for uploading data. Furthermore, the availability and authenticity of records pose a major challenge.

Many Waqf records in the State are more than a century old. They are also scattered across multiple departments such as the State Archives, Revenue, and Endowments Departments.

These records are being systematically collected and penned to ensure that only authentic documents are uploaded, which is a time-consuming process.

Chief Minister Revanth Reddy also highlighted several portal-related issues. The portal was inaugurated on 06-06-2025, yet it has faced intermittent technical problems.

These problems are being resolved by the Ministry from time to time. In the case of Telangana, the list of Mandals was not available on the portal until 06-10-2025.

This issue was addressed by the Ministry of Minority Affairs only recently, following persistent requests. The delay resulted in unavoidable delays.

The CM Revanth added that Sajjada Nasheens and Muthawallies of several Waqf institutions have sought additional time to collect relevant title, survey, and revenue documents.

This additional time will ensure the data uploaded on the portal is accurate and free from discrepancies.

Therefore, the one-year extension will enable comprehensive and error-free registration and will greatly assist the Telangana State Waqf Board and all associated institutions in completing the process transparently, accurately, and in full alignment with the objectives of the UMEED initiative.
