CBI Nabs Proclaimed Offender and Master of Disguise Chalapathi Rao After 20-Year Manhunt

Elaborate Disguises and Evasions

Chalapathi Rao changed his name three times and relocated six times, moving across different states. His wife even moved the court and obtained a decree to declare him dead. However, the proverbial long arm of the law finally caught up with him two decades later when CBI sleuths arrested him in Tirunelveli, Tamil Nadu, on Sunday and brought him back to Hyderabad.

The Initial Fraud

The two-decade-long CBI investigation began when Chalapathi Rao defrauded the SBI Chandulal Baradari branch in Hyderabad to the tune of Rs. 50 lakh. He allegedly fabricated quotations from electronic shops and fake salary certificates created in the names of his family members and close associates to embezzle the money. At the time, he was working as a computer operator in the bank, according to a bureau press release on Tuesday.

Legal Maneuvers and Disappearance

The CBI, which began the probe, filed two charge sheets in 2004. Chalapathi Rao had been missing since 2004, and his wife was also an accused in the case. She filed a petition in the civil court to declare Chalapathi Rao, the absconding accused, dead after he had been missing for seven years. The Hyderabad City Civil Court passed a decree in this regard.

Proclaimed Offender Status

As Chalapathi Rao was absconding, the case against him was split up. Upon completion of proceedings under Sections 82 and 83 Cr.PC was declared a Proclaimed Offender (PO) in April 2023 in the CBI case.

Ongoing Investigation and Capture

During the investigation, his wife obtained a stay from the High Court of Telangana to attach the property of the Proclaimed Offender.

The CBI said in a press release that Chalapathi Rao resorted to numerous efforts, including constantly changing locations, contact numbers, and identities. However, the CBI relentlessly pursued leads and finally caught him in a village in Tamil Nadu.

Successful Apprehension

A well-coordinated and calibrated effort by the CBI team resulted in tracing and apprehending the PO who had been on the run for almost two decades, evading the clutches of the law. He was produced before the Court of Special Judges for CBI cases at Hyderabad on August 4 and has been remanded to judicial custody until August 16. The trial in the case will commence henceforth.
