The Modi government has announced that it is going to conduct a caste census across the country. However, since few states including Telangana have already conducted caste surveys, will these be excluded? Or will the entire census be canceled and conducted anew? There is interest in the issue. While there is still no official announcement on this, the central government is alleging that few states conducted caste surveys for their political interests. As part of this, Union Minister Ashwini Vaishnav said that the central cabinet has decided to count caste in the next population census. However, he said that the caste census conducted by few state governments are just surveys.

“Census is a central subject. But some states have conducted caste censuses. Some of them were conducted transparently, while others were conducted purely politically. The governments of Bihar, Karnataka and Telangana have tried to count caste. While the Centre has prepared a list of 2,650 OBC communities across the country, more than 3,651 communities have been classified in the states. Therefore, these issues need to be examined once again,” he said. With this, there are arguments that the caste census conducted by Telangana and the other states will be canceled.

Meanwhile, The Telangana government has introduced a bill in the assembly to provide 42 percent reservation to BCs in local bodies, education, jobs and employment sectors. But now with the decision taken by the central government, there is excitement over the implementation of this reservation. On the other hand, the census is a subject in the 7th schedule of the central list.

According to the 1948 Census Act, only the center has the power to conduct a survey. State governments do not have the power to conduct a census. Even if the states undertake it, it will not have legality.

According to the 2008 Act, the states should not conduct the census in the 7th schedule, it does not come under the jurisdiction of the states. In this context, it seems that the house-to-house survey conducted by the Revanth government will also be canceled.

For this survey, authentic data such as voter, Aadhaar, ration card etc. lists will be examined. The social, economic, educational, employment, and political opportunities of the people will be studied. A report will be prepared based on all this. the cabinet must approve the report.

After that, those statistics will be taken into account only if the center approves. However, the Telangana government conducted a house-to-house survey in November 2024 under the auspices of the state planning department. But after criticism of these statistics, a re-survey was conducted. What decision the center will take now has become interesting. (Maxim News)
