GHMC Trifurcation Not Planned, HMDA Seeks Rs 5,000 Crore

The GHMC trifurcation issue has no immediate proposal, the Congress government told the Telangana Assembly on Monday. Legislative Affairs Minister D Sridhar Babu made this clear while responding to questions in the House. However, he said the Hyderabad Metropolitan Development Authority is seeking fresh loans worth Rs 5,000 crore from the debt market and nationalised banks.

Replying to a question raised by BRS deputy floor leader T Harish Rao, Sridhar Babu informed the Assembly about the current financial position of the Greater Hyderabad Municipal Corporation. He said the GHMC’s outstanding debt stood at Rs 4,707.81 crore as of the end of December 2025. However, he added that GHMC did not take any fresh loans during the last 12 months. Therefore, the government has focused on managing existing liabilities.

Meanwhile, Sridhar Babu explained the Congress government’s approach to handling municipal finances. He said the present government prioritised debt restructuring. According to him, this approach aimed to manage liabilities without adding further financial burden. He did not indicate any plan to divide the civic body, thereby ruling out GHMC trifurcation for now.

The minister also referred to recent administrative changes made by the State government. He said the government merged 20 municipalities and seven municipal corporations within the Outer Ring Road limits into GHMC. Later, the Assembly passed necessary amendments to the Telangana Municipalities Act and the GHMC Act to support this move. These changes expanded the jurisdiction of GHMC under the existing framework.

However, the government has taken a different approach with HMDA. Sridhar Babu disclosed that HMDA is actively seeking Rs 5,000 crore in fresh loans. He said HMDA plans to raise these funds from the debt market and nationalised banks. This disclosure came amid questions on urban planning and infrastructure funding in the Hyderabad metropolitan region.

Therefore, while the GHMC trifurcation debate has been put to rest for now, financial planning remains a key focus. The Assembly discussion highlighted both the government’s debt management strategy for GHMC and HMDA’s plan to mobilise fresh funds. These statements clarified the government’s current urban governance and financial priorities.
