Anti Paper Leak Bill 2026 | Hyderabad, July 31: Prime Minister Narendra Modi on Friday said the newly approved Anti Paper Leak Bill 2026 will significantly strengthen India’s examination system and ensure strict action against those involved in question paper leaks and organised examination fraud.
In a video message shared on social media, the Prime Minister said the new law reflects the Centre’s commitment to protecting the future of students and ensuring transparency in competitive examinations.
He warned that the government would not spare paper leak syndicates and vowed stringent action against those responsible for compromising the integrity of public examinations.

Modi highlighted that Parliament has passed the Anti Paper Leak Bill 2026, describing it as a major reform aimed at making the country’s examination process more secure and credible. He said the legislation would strengthen accountability and act as a strong deterrent against organised exam malpractice.
The Prime Minister’s latest video comes after nationwide protests over the NEET paper leak controversy. The demonstrations were later called off following the resignation of Union Education Minister Dharmendra Pradhan. The latest video is the fourth message released by Modi on the issue since the protests began.
The Anti Paper Leak Bill, recently approved by Parliament, introduces tougher punishments for those involved in examination fraud. Under the new law, individuals convicted in paper leak cases can face imprisonment of up to 10 years along with fines of up to Rs 50 lakh.
The legislation also prescribes stricter penalties for organised criminal networks involved in examination fraud. Such offenders can face a minimum of seven years’ imprisonment and fines of up to Rs 10 crore, reflecting the government’s resolve to curb systemic malpractice in public examinations.
The Centre has maintained that the law is designed to protect the interests of millions of students and enhance the credibility of India’s examination system.
