Bhubarathi Rules Released: Guidelines For Implementation Of Bhu Bharati

Hyderabad, April 16 (Maxim News):  The government has released the Bhu Bharati rules, focusing on resolving existing problems without making any changes in land records. The guidelines clearly state where, how, and at what level land problems should be resolved. To this end, Revenue Principal Secretary Naveen Mittal released the guidelines for the implementation of Bhu Bharati.

Those who have acquired rights through other means, such as court order, Lok Adalat Award, Revenue Court order, government assignment, Bhoodan, cancellation of Inam, Protected Tenant Certificate, land Acquisition Compensation, etc., can apply to the RDO.  An affidavit and survey map (as of the date notified by the Commissioner), along with the evidence, should be submitted.

The RDO will issue a notice and receive evidence within 7 days.  A speaking order will be issued within 30 days after the hearing.  If the mutation is approved, changes will be made to the Record of Rights, and a passbook will be issued.

The Tahsildar will issue a temporary Bhudhar card if it is determined that there are no disputes with those who have an entry in the Record of Rights.  From the date notified by the Commissioner, the boundaries of the land will be finalized by a licensed surveyor with longitude and latitude.  If the government surveyor confirms this, a unique identification number (Bhudhar) will be given to the land.  After that, a permanent Bhudhar card will be issued.

An application for a passbook can be made to the Tahsildar on the Bhubharati portal.  The Tahsildar will examine the Record of Rights and issue the passbook after verification.

The Tahsildar himself can also issue passbooks to those on the Record of rights.  If there are any mistakes in the passbook, you can apply.  The Tahsildar will compare it with the records and make corrections.

You can apply for certified copies of Records of Rights and other public documents on the Bhubhaarati portal.  

The copies will be issued with a digital signature by the Tahsildar.  These will be valid as per the Indian Evidence Act-2023 and the Information Technology Act-2000.  (Maxim News)
