Elaborate Arrangements Made For Counting Of Votes On June 4

Hyderabad, may 23 (Maxim News): The Election Commission has made elaborate arrangements for the counting of votes. A three tiered security system has been set up to detect even an ant sting. High security with central forces and local police including CCTV cameras is going on in all the counting centers. CCTV cameras have been installed inside and outside the strong rooms where the EVMs are secured and special vigilance has been kept.

To go into the strong room, arrangements have been made to ensure that there is only one entry and exit, and a double lock system has been installed in the strong room. Moreover, the police have made heavy arrangements to prevent any untoward incidents from happening in Andhra Pradesh regarding the counting.

However, the counting officers will consider every aspect of the vote counting very carefully. The counting of votes will start at 8 am as per the rules of the Election Commission. But for this the exercise is done beforehand. Officials engage in their work 4 hours before counting. Staff should go to their assigned counting centers at 4 am. At 5 0’clock they are shown the tables to calculate. The Constituency Returning Officer concerned will also administer oath to the staff.  They say they will keep the count confidential. Postal ballot counting will begin at 8 am. it will continue till 8.30 am. If there are more postal votes and time is running out, counting of EVM votes will be done while continuing the counting. It is estimated that 3 postal ballots are counted per minute.

The polling centers in the constituencies and the number of rounds will be decided on the basis of the votes cast within them. Each round takes up to 30 minutes.  Calculation is done on 14 – 15 tables. Once the counting of EVMs on all the tables is complete a round is declared complete.

A Voter Verified Paper Audit Trail (VVPAT) system was added to EVMs in 2013 to improve confidence in voting, the VVPAT system generates a printed paper slip containing the candidate’s name, election symbol. After the counting of EVMs is completed, slips of VVPATs will be counted. The numbers of the polling stations in the constituency are written on the tickets and drawn by lottery. Which VVPAT slips will be counted will be decided by lottery.

The results of the counting of EVMs will look at the votes of VVPAT slips. If there is any discrepancy, the slips are counted a second time. This is done three times. If there is still a difference, the calculation in the slips will be taken into account. But what needs to be noted here is that with the counting of EVMs it is understood who has got how many votes unofficially. But there will be no official announcement till the counting of VVPAT slips is completed.

It takes 30 to 45 minutes for the EC to officially announce the results of one round of elections. After the round is completed, the signatures of the counting agents of all the parties and independent candidates should be taken. Signatures of Micro Observer and Central Election Observer should be done. The votes in any EVMs are then examined by the election observer with the records of the results. Votes received in EVMs and votes received in VVPATs should match. After that the agents will announce the official result of two round after they say no objection. Any objection in this process will delay the counting of votes.  (Maxim News)
