IAS Rizvi vs Jupally | Hyderabad, Oct 23 (Maxim News): The clash between senior IAS officer Syed Ali Murtaza Rizvi and Excise Minister Jupally Krishna Rao has escalated into a full-blown controversy, with political ramifications ahead of a key Telangana cabinet meeting.
Rizvi opted for voluntary retirement citing personal reasons.
However, a letter by Jupally seeking an inquiry into Rizvi for alleged corruption became public, triggering sharp reactions and a coordinated response from rivals.
Ahead of the cabinet session at the Secretariat, Jupally met Deputy Chief Minister Bhatti Vikramarka at Praja Bhavan.
He is understood to have explained his letter against Rizvi and the latest developments linked to the Excise Department.
He reportedly told Bhatti that Principal Secretary Rizvi and Excise Commissioner Harikiran acted beyond their remit and that the Commissioner did not heed ministerial directives.
Therefore, the minister sought to place his grievances on record at the highest level before decisions are taken.

The controversy has given the BRS an opening to challenge the ruling Congress. BRS working president K. Tarak Rama Rao alleged that Congress leaders were resorting to rowdyism and intimidation, and claimed that IAS and IPS officers were being threatened.

Meanwhile, the escalating rhetoric has turned the administrative dispute into a political flashpoint, with the opposition attempting to corner the government. Political circles are keenly watching whether the cabinet will address the matter and take a position.
Questions have been raised on whether the meeting will consider any action related to the Excise Department’s internal functioning and file movement. Also, the timing of Jupally’s meeting with Bhatti has fuelled speculation that the government may seek to calm tensions or set out a formal process to examine the allegations. Then, depending on the cabinet’s course, the controversy could either cool down or intensify further.
