Hyderabad, Oct. 6 (Maxim News): AIMIM president and Hyderabad MP Asaduddin Owaisi has urged the Telangana government to intervene over alleged leather consignment seizures in Odisha.
He has sought urgent action to protect Hyderabad-based leather traders and ensure the safe movement of their goods.
In a representation dated October 6, 2026, Owaisi addressed Telangana Chief Secretary K. Ramakrishna Rao.
He raised concerns about alleged illegal interception, arbitrary seizure, and unauthorised disposal of leather consignments.
Owaisi Cites GST Compliance by Leather Traders
According to the representation, Hyderabad-based traders transport animal hides and skins across state borders for processing and export.

The consignments reportedly include buffalo, ox, and goat hides.
Owaisi stated that traders declare the goods under HSN code 4101 and pay the applicable five per cent GST. He also said the vehicles carry commercial invoices, valid e-way bills, and necessary transport permits.
The consignments travel through Telangana, Andhra Pradesh, and Odisha before reaching Kolkata in West Bengal. The traders reportedly send the goods there for processing and export.
However, the representation alleges that authorities intercept and detain consignments despite the traders’ claimed compliance with tax and transport requirements.
Four Hyderabad Trucks Allegedly Confiscated in Odisha
Owaisi highlighted a recent incident involving four fully loaded trucks belonging to Hyderabad-based traders.
According to his letter, authorities confiscated the vehicles and their consignments at Khurda Police Station in Odisha.
The representation also refers to consignments originating from other states. It states that the seized goods were collectively worth lakhs of rupees.
Owaisi alleged that local enforcement officials acted alongside groups with vested interests. He further claimed that criminal allegations were fabricated against traders and their consignments were labelled as contraband.
These allegations form part of the representation submitted to the Telangana government.
Owaisi Raises Concerns Over Disposal of Seized Goods
The Hyderabad MP also questioned the alleged disposal of seized leather consignments. He claimed that authorities obtained judicial authorisation to dispose of high-value goods without first issuing statutory notices to their registered owners.
According to the letter, this allegedly denied traders an opportunity to establish ownership and present supporting documents. Owaisi described the reported actions as arbitrary and alleged that they caused serious financial losses.
He warned that raw hides are perishable and require timely processing. Continued restrictions on transportation could leave large quantities of stock accumulating in Hyderabad.
The representation further cautioned that prolonged disruptions could threaten the livelihoods of hundreds of traders, small businesses, and workers.
It said continued losses could push some micro, small, and medium enterprises towards financial distress.
Appeal to Telangana Government
Owaisi urged the Telangana government to take up the matter with the relevant authorities and governments.
He called for an end to the alleged harassment of traders transporting tax-compliant consignments.
He also sought safe passage for legitimate leather consignments and raised concerns under Article 301 of the Constitution.
The article protects the freedom of trade, commerce, and intercourse throughout India, subject to constitutional provisions.
The representation asks the Telangana government to intervene urgently and safeguard the interests of Hyderabad’s leather trading community.
