The Commission said applicants can submit Form 6 even if they were registered as voters earlier. It issued instructions to all states and Union Territories on November 3.
The EC also clarified that submitting a fresh application would not invite legal action. It said applying through Form 6 does not amount to making a false declaration.

Many voters have reportedly hesitated to apply again because they fear being treated as first time applicants. Their names were missing from the electoral rolls published after the revision process.

The EC has now instructed officials not to initiate action under Section 31 merely because an existing voter submits a fresh Form 6 application.
