MLC Amer Ali Khan Demands Minorities Sub-Plan, Welcomes Historic Telangana Budget
Hyderabad, March 21: Congress MLC Amer Ali Khan on Friday welcomed the Telangana Budget 2025-26 as a visionary and inclusive roadmap but strongly demanded the introduction of a Minorities Sub-Plan to ensure complete and effective utilisation of welfare funds meant for minority communities.
Speaking in the Telangana Legislative Council, Amer Ali Khan expressed satisfaction that the Congress government had increased the Minority Welfare budget by nearly 20% compared to the previous year, allocating Rs 3,591 crore—the highest ever in the state’s history. He, however, pointed out that despite nearly Rs 13,000 crore being spent on minorities’ welfare in the last 10 years, the community’s conditions had not improved.
“The situation of Muslims is like ‘upar sherwani, under pareshani’—they appear well on the outside, but are struggling deeply with poverty and unemployment,” he remarked, drawing attention to the socio-economic distress within the community.
He said that more than two lakh women had applied for sewing machines under current schemes, which reflected not just enthusiasm but the abject poverty and joblessness among Muslim families. “This overwhelming response is not a sign of development—it is a desperate call for help,” he noted.
The MLC criticised the previous BRS government for betraying minority youth. “Under the BRS regime, applications were collected from 1.34 lakh youth in the first phase and 2.5 lakh in the second phase for self-employment loans. But not a single loan was sanctioned. All those applications were thrown into the dustbin,” he said.
In contrast, he praised the Congress government’s move to allocate Rs 840 crore under the Rajiv Yuva Vikasam scheme to provide self-employment support to SC, ST, BC, and Minority youth. “This is real empowerment—this will enable thousands of youth to start their own businesses and shape their futures,” he said.
Amer Ali Khan reiterated his long-standing demand for a Minorities Sub-Plan on the lines of the SC and ST sub-plans. “This is necessary to ensure 100% spending of budgeted funds for minorities. I welcome the news that Chief Minister Revanth Reddy is actively considering this proposal. It’s a very encouraging and welcome step,” he said.
He also appreciated the plan to establish Young India Residential Schools, where Minority Residential Schools will be integrated to provide world-class education in a progressive environment.
Amer Ali Khan praised the Congress government for presenting a budget rooted in the ideals of Mahatma Gandhi and Dr B.R. Ambedkar, focused on justice, equity, and upliftment of vulnerable communities.
He lauded the record-breaking Rs 40,232 crore allocated for Scheduled Castes, Rs 17,169 crore for Scheduled Tribes, and Rs 11,405 crore for Backward Classes. “These allocations are transformative. They will enable access to education, healthcare, employment and political empowerment for marginalised groups,” he said.
He also hailed the introduction of the SEEEPC Survey (Social, Economic, Education, Employment, Political & Caste Survey), which he called a landmark initiative for data-driven policy-making.
Amer Ali Khan highlighted the budget’s ambitious vision for Hyderabad’s development and transformation into a global city.
He welcomed the Mega Master Plan 2050, under which the H-CITI Project will modernise the city’s infrastructure through 31 flyovers, 17 underpasses, and 10 road expansion projects, with an investment of Rs 7,032 crore. “This will decongest traffic and improve connectivity, benefiting lakhs of people every day,” he said.
He appreciated the Musi Riverfront Development Project, which aims to revive and beautify the Musi River, making it a pollution-free urban asset that boosts the city’s environment and tourism potential.
A major highlight, he said, was the announcement of Future City, India’s first Net-Zero City, covering 765 square kilometres. The city will include AI City, Pharma Hub, Sports City, and Clean Energy Innovation Zone. “With the creation of the Future City Development Authority, Hyderabad is poised to lead India’s smart and sustainable urban transformation,” he said.
He added that Google’s commitment to setting up an AI-powered accelerator centre in AI City will attract global tech players and create thousands of jobs for Telangana’s youth.
Amer Ali Khan praised the focus on education and healthcare, calling them pillars of long-term development. He welcomed the Rs 11,600 crore allocation for Young India Integrated Residential Schools, which will establish 58 world-class residential schools across Telangana for SC, ST, BC, and Minority students.
He also appreciated the Rs 12,393 crore allocation for health and family welfare, especially the announcement of a new Osmania Hospital with Rs 2,700 crore investment, which he said would revolutionise public healthcare services in the state.
He highlighted Telangana’s economic ambitions, noting that the state was being positioned as a trillion-dollar economy by 2050, driven by strategic investments in renewable energy, IT, pharma, and industrial infrastructure.
He welcomed the development of Greenfield Pharma Clusters in Ranga Reddy and Mahbubnagar, aimed at strengthening Telangana’s status as a global hub for life sciences.
Amer Ali Khan also pointed out that Chief Minister Revanth Reddy’s recent foreign visits to Davos, the USA, South Korea, and Singapore had resulted in Rs 1.78 lakh crore worth of investments, showcasing global confidence in Telangana’s growth potential.
Calling it a “budget for the people, by the people, and of the people,” Amer Ali Khan said it reflected the Congress government’s values of truth, transparency, and integrity.
He congratulated the Finance Minister, Chief Minister, and the entire Congress government for presenting a people-centric, inclusive, and forward-looking budget. “Under Chief Minister Revanth Reddy’s leadership, Telangana is marching towards a brighter, stronger, and more equitable future,” he said.
