Delhi/Hyderabad, Mar 9 (Maxim News): The second phase of the Budget Session of Parliament will begin from Monday. The first debate will be held on the no-confidence motion against Lok Sabha Speaker Om Birla. A notice signed by 118 opposition MPs, accusing the Speaker of being biased in the first phase of the Budget Session, will lead to a debate in the House today. At that time, Trinamool Congress (TMC) MPs did not sign the notice. But now the TMC is saying that it will support it.
According to Article 94(c) of the Constitution, at least 50 members of the House must stand and support a no-confidence motion against the Speaker. Accordingly, a debate and vote will be held on the no-confidence motion. At that time, the Speaker can participate in the debate and vote. But he cannot preside. The panel speaker will preside over the debate. In order for a no-confidence motion against the Speaker to be passed, a simple majority of more than half of the members present and voting in the House, i.e. 273 MPs, is required. Currently, the total strength of the India Block is about 234 seats. Even if all the opposition parties vote together, the NDA will not be able to cross the majority. With this, the possibility of the resolution being defeated is high. The ruling NDA’s strength is strong with about 293 seats. If the support of the YSRCP, Shiromani Akali Dal and independent MPs, which are not in the NDA alliance, is added, this strength will cross 300. With the NDA having clear numerical strength, there are ample chances that Om Birla will continue as Speaker.
Recently, during the foundation stone laying ceremony of Kota Airport in Rajasthan, Prime Minister Narendra Modi praised Speaker Om Birla for conducting the House in a very impartial, respectful and efficient manner.
So far, no-confidence motions have been introduced three times, but they have been defeated twice. The motion was defeated because more than half of the MPs present voted against the no-confidence motion. In the past, no-confidence motions were moved by the opposition against Speakers G.V. Maulankar in 1954, Hukum Singh in 1966, and Balaram Jakhar in 1987. All of them were defeated.
The second session of Parliament, which will be held from today to April 2, will see a debate and vote on the no-confidence motion against Lok Sabha Speaker Om Birla on the first day. According to the notice given by the opposition members, Congress MPs Mohammed Javed, K. Suresh, and M. Ravi will move the no-confidence motion. The opposition MPs are accusing the Speaker of being biased. They say that no opposition leader, including Leader of the Opposition Rahul Gandhi, was given a chance to speak in the Lok Sabha and that inappropriate allegations were made against opposition women MPs. The opposition is alleging that 8 opposition MPs were suspended from attending the entire session for raising public issues. However, the opposition is angry that the ruling BJP and NDA members did not take any action even after making inappropriate comments against the former prime minister and openly supported the ruling party on controversial issues. On February 10, 118 opposition MPs submitted a no-confidence motion to the Lok Sabha Secretary General, alleging that the Speaker was not acting constitutionally. (Maxim News)
