One Nation One License Soon For Doctors In India

New Delhi, August 16: The National Medical Commission is set to introduce a nationwide medical license framework for doctors.

The proposed Registration of Medical Practitioners and license to Practice Medicine Amendment Regulations, 2026 will establish a “One Nation, One license” system.

Under the framework, doctors will receive a unique identification number linked to the National Medical Register. The single registration will allow them to practice across India.

Existing doctors will have to update their credentials through a centralized electronic portal. They will receive National Medical Register identification numbers without paying processing fees.

New Rules Set Five Year Validity for Medical Licences

The regulations will require real time coordination between the National and State Medical Registers. Changes in qualifications and disciplinary actions will be reflected across the databases.

Medical practice licenses will remain valid for five years. If doctors fail to apply for renewal within three months of expiry, their status will become inactive.

Their right to practice will remain suspended until the registration issue is resolved. Meanwhile, complaints of professional misconduct and medical negligence will be handled by the State Medical Council where the incident occurred.

Decisions by State Medical Councils will also be shared with the concerned registration council and the national database.

The regulations will also streamline registration for Overseas Citizens of India and foreign medical graduates who clear qualifying examinations such as the Foreign Medical Graduate Examination or National Exit Test.

Temporary registrations for foreign nationals will match the duration of their course, up to 24 months. The earlier limit was 12 months.

A mandatory one year cooling off period will follow postgraduate or super specialty medical training for foreign nationals.
