Hyderabad, Oct 4 (Maxim News): Telangana Government Advisor Mohammed Ali Shabbir has urged Chief Minister A. Revanth Reddy to order FIRs over the alleged misuse of Form 7 applications during the Special Intensive Revision (SIR) of electoral rolls.
In a letter to the Chief Minister, Shabbir Ali raised concerns over alleged bulk filing of Form 7 applications seeking deletion of eligible voters.
He referred to complaints involving pre-printed forms that allegedly cited death, migration or duplicate enrolment as reasons for deletion.
Shabbir Ali said minority voters were particularly concerned about possible deletions without their knowledge.
The Advisor cited a Telangana Pradesh Congress Committee complaint involving around 30 Form 7 applications at polling booth No. 210 in Musheerabad. The applications allegedly sought deletion of Congress booth-level agent Mohammad Baba Sharfuddin, his family members and another household.
According to the complaint, the affected families said they continued to live at the same addresses and held only one voter card each. The complaint alleged that voter details were pre-printed while the applicant’s name was handwritten.
Shabbir Ali Seeks Action on Alleged False Form 7 Applications
Shabbir Ali also referred to an alleged Form 7 application from Aliyabad in Bahadurpura. He said the sheet contained the printed details of a Muslim voter while the objector’s details were left blank.
Telangana Chief Electoral Officer C. Sudharsan Reddy recently said 28,753 Form 7 applications had been received across the state, including around 5,000 in Hyderabad. He said bulk applications would be thoroughly investigated and verified before any deletion.
The CEO also said filing a Form 7 application does not automatically result in deletion of a voter’s name. Election officials must examine and verify the objection before taking action.
Shabbir Ali welcomed these assurances but sought penal action wherever false declarations are established.
He cited cases in Karnataka where FIRs were registered following complaints related to Form 7 applications. He urged Telangana authorities to take a similar approach.
The Advisor asked the Director General of Police to facilitate FIRs based on complaints from affected voters. He also sought preservation of original forms, signatures, handwriting, dates and supporting documents.
Shabbir Ali further requested action under Section 31 of the Representation of the People Act, 1950, wherever authorities establish that false declarations were knowingly made.
He also proposed that authorities identify the source of pre-printed forms and verify the consent of persons named as applicants.
The Advisor sought publication of a booth-wise list of Form 7 applications before the claims and objections window closes on October 7. He said the list should include the objector’s name, number of applications filed and grounds cited for deletion.
Shabbir Ali said strict action would strengthen the government’s assurance that no genuine elector would be removed on political grounds.
