Special Grievance Box In Sub-Registrar Offices: HC Orders

Hyderabad, Nov 16 (Maxim News): The Telangana High Court has directed the state government to make available a special complaint box for submitting complaints and petitions in the sub-registrar’s offices across the state. These should be examined by the Registrar or later by a higher official and take legal action.

P. Ramyasive of Hyderabad, KPHB, and another filed a petition in the High Court challenging the non-registration of a plot by Joint Sub-Registrar-1 of Ranga Reddy district in Kondapur of Serilingampalli Mandal of Rangareddy District. Justice N. V. Shravankumar recently investigated this. The counsel for the petition said that the sub-registrar and office staff demanded sacrifices for the registration of the plot on October 11. The officials said that along with Lakshman Reddy and Sai, the deed scribe demanded Rs. 2 lakhs. The joint sub-registrar who appeared in the court as per the orders of the High Court explained and said that the petition did not apply for registration.

He submitted a certificate attested by the district registrar that he had taken leave on October 11. After listening to the arguments, the judge said that the guidelines issued by the Commissioner of Stamps and Registration Department and IG in August were not implemented as per the order given by this court in July that a registrar should be kept for those who come for work at the sub-registrar offices. The IG of the Stamps Department was ordered to take steps to implement these.

The Judge directed the Commissioner of Stamps and Registration Department to streamline the registration process by considering the latest guidelines as well as those issued in the past so that people do not face difficulties at the registration offices. A box should be set up in the sub-registrar’s office to submit complaints and requests. The sub-registrar and then the higher officials should look into the complaints and requests made by the people, and if necessary, conduct an investigation and take steps to resolve them. Based on these, the action was ordered to be taken against the erring officials.

The Judge directed the commission of the department to conduct an inquiry against the joint sub-registrar-1 who is facing serious allegations in the plot registration. The hearing was adjourned to December 10, directing the Joint Sub-Registrar-1 to submit the latest registration documents of the petitioner and issue an order within a week.  (Maxim News)
