Telangana JAC Seeks Probe Into Bulk Form 7 Applications

Hyderabad, Oct. 17: The Telangana and Andhra Pradesh Joint Action Committee (TG & AP JAC) has urged Telangana Director General of Police C.V. Anand to order a comprehensive probe into alleged bulk, pre-printed Form 7 applications seeking voter deletions.

JAC president Mohammed Mushtaq Mallik submitted a representation on Friday, seeking forensic examination of the forms and an investigation into the possible use of common software, databases and bulk-printing facilities.

The JAC cited an incident at polling booth number 210 in Musheerabad, where around 30 Form 7 applications were reportedly submitted by BJP Booth Level Agent S. Balachander against Congress BLA Shafiuddin and his family members.

According to the representation, voter details and addresses were already printed on the applications. The JAC said investigators should establish how the forms were prepared and identify their source.

The organisation also referred to similar cases reported in Bengaluru, Karnataka, where FIRs were reportedly registered. It called for an investigation into whether a common software system, database or organised printing operation was involved.

The JAC asked the police to send the original applications to the Forensic Science Laboratory (FSL). The examination should assess printing methods, similarities between forms and other relevant forensic evidence.

Mallik also sought identification of those who commissioned, prepared, printed and distributed the applications. He urged investigators to examine whether any coordinated operation extended beyond booth-level agents.

The representation raised concerns about reports of the centralisation of around 4,400 Electoral Registration Officer-related powers or functions. The JAC asked authorities to verify these reports and assess whether eligible voters faced difficulties getting their names included in electoral rolls.

Citing Sections 22 and 23 of the Representation of the People Act, 1950, the JAC said decisions on corrections, deletions and inclusion of names must follow applicable legal procedures. It stressed that Booth Level Agents cannot independently approve or delete voters’ names.

The organisation urged the DGP to ensure an impartial investigation, protect eligible voters from wrongful deletion and safeguard the electoral process. It also sought appropriate legal action against anyone found responsible for offences.

The representation included copies of Form 7 specimens, an FIR, complaints and supporting reports.
