Telangana Municipal Annual Budget Exercise Begins

Telangana Municipal Annual Budget | Hyderabad, Feb. 20: The Municipal Budget exercise has gained pace across Telangana after elections formed new urban local bodies.

As a result, officials have begun preparing annual Municipal Budget proposals. They are holding meetings with mayors and chairpersons.

At the same time, they are reviewing income and spending patterns. The Municipal Administration Department has asked all bodies to finish the Municipal Budget process by the end of this month.

Telangana has 12 municipal corporations and 131 municipalities.

However, officials exclude GHMC, CMC, and MMC from the current cycle. Therefore, 130 urban local bodies fall under this round.

Recently, elections concluded in seven municipal corporations and 116 municipalities. Consequently, new councils have taken charge in these areas.

Meanwhile, polls are still pending in Greater Warangal Municipal Corporation and Khammam Municipal Corporation.

In addition, elections remain due in Achampet, Siddipet, Jadcherla, Kothur, and Nakrekal municipalities. Municipal Budget Preparation and Approval Steps

Officials are drafting the Municipal Budget based on clear revenue estimates. First, they are calculating income from property tax and water charges.

Next, they are adding revenue from trade licenses and EMD deposits. Moreover, they are including grants from the central and state governments. They are also factoring in Finance Commission allocations. Therefore, the Budget reflects both local income and external support.

On the expenditure side, officials are focusing on roads, drainage, and sanitation. In addition, they are assessing underground drainage needs.

They are reviewing past expenses to avoid gaps. As a result, they plan to increase allocations by 10 to 20 percent where needed.

Notably, rules require that at least 10 percent of the Municipal Budget go to the Green Budget. Hence, officials are setting aside funds for environmental works.

Commissioners are leading the drafting process. Once they complete the proposals, they will send them to the district Collector.

The Collector will review the Budget in detail. If needed, the Collector will suggest changes. After that, authorities will call a special council meeting.

During the meeting, the Mayor or Chairperson will present the Municipal Budget. Members will debate the proposals. Then, they will pass the budget.

Finally, officials will forward the approved Municipal Budget to the Collector again. Subsequently, it will move to the office of the Municipal Administration Commissioner. Overall, the department aims to close the process within the set deadline.
