Telangana PRC | Hyderabad: The Telangana government is considering early implementation of the Pay Revision Commission (PRC), according to reports.
The government may first obtain the PRC committee report and examine its recommendations. It will then take a final decision on implementation.
The proposed fitment percentage remains a key issue. Officials are expected to study the state’s financial position before fixing the percentage.
The development comes as government employees step up direct protests over their long pending demands. Therefore, the government is reportedly examining whether an early review of the PRC report could help address employee concerns.
The government may also consider the timing of upcoming elections while deciding the issue. Greater Hyderabad, Cyberabad and Malkajgiri municipal corporation elections are expected by December.
Two graduate constituency elections are expected in March. They cover Hyderabad Rangareddy Mahabubnagar and Khammam Nalgonda Warangal constituencies.
Employees have a significant role in both municipal and graduate constituency elections. Therefore, the government may face political pressure if it enters these polls without addressing the PRC demand.
The government is also reportedly planning to clear pending benefits owed to retired employees. Officials may target payments of more than Rs 1,500 crore every month from next month.
PRC Report May Already Be Ready
The previous BRS government formed the PRC committee on October 2, 2023. The move came about a week before the Assembly elections.
Retired IAS officer N Shivashankar served as the committee chairman. Another retired IAS officer, Ramaiah, served as a member.
At the same time, the then government announced five per cent interim relief. It implemented the relief from October 2023.
After the Congress government came to power, financial pressures reportedly delayed further action on the PRC.
However, employees and pensioners have recently increased pressure for pay revision. The government has reportedly sought their views on the proposed fitment percentage.
Officials have also examined the state’s financial position. Reports suggest that the necessary groundwork may already have been completed.
The government could therefore obtain the report soon and study its recommendations before announcing its decision.
Fitment Expectations Remain High
Employees and pensioners expect a substantial fitment increase based on earlier revisions.
Telangana implemented 43 per cent fitment in 2015. The first PRC committee had reportedly recommended only 7.5 per cent.
However, the then BRS government announced 30 per cent fitment. This decision has raised expectations among employees, teachers and pensioners.
The present financial situation, however, could limit the scope for a similar increase. Officials are reportedly examining the fiscal impact before taking a decision.
Employees currently receive five per cent interim relief. Six dearness allowance installments also remain pending.
The government may consider merging the pending DA installments with the fitment while announcing the PRC. However, the source does not confirm that the government has taken a final decision on this option.
Another proposal under consideration involves constituting a third PRC soon. The government could give the new commission a deadline to submit its report before the December 2028 Assembly elections.
This approach could allow the government to address the immediate demand while giving itself more time for a detailed pay revision.
For now, the timing of implementation and the fitment percentage remain undecided. The government is expected to consider the PRC recommendations, employee demands and the state’s financial position before announcing its next move.
