Hyderabad, February 3: Congress senior leader and Telangana Government Advisor (SC, ST, OBC & Minorities) Mohammed Ali Shabbir said the state’s caste survey has provided strong evidence to protect the 4% Muslim reservation, reinforcing its legal standing and silencing its critics.

Addressing a press conference at Gandhi Bhavan on Monday, he called the survey a historic step toward social justice and equitable resource distribution. He said the data would help design welfare schemes based on real socio-economic conditions, ensuring transparency and inclusivity. He credited Congress for fulfilling its promise under Rahul Gandhi’s vision and Chief Minister A Revanth Reddy’s leadership, calling the survey a model for the entire country.

The survey classified 10.08% of Telangana’s Muslim population under the BC category, strengthening the case for 4% reservation in jobs and education, which is pending in the Supreme Court. This reservation was first proposed by the Congress government headed by Kotla Vijaya Bhaskar Reddy in 1994 but implemented only in 2004 under Chief Minister Dr. YS Rajasekhara Reddy, benefiting nearly 20 lakh poor Muslims. The latest survey further validates its necessity.

Shabbir Ali Critisizes PM Modi And Amit Shah

Shabbir Ali strongly criticized Prime Minister Narendra Modi and Union Minister Amit Shah for their repeated opposition to the 4% Muslim reservation in Telangana and Andhra Pradesh. He accused them of misleading the public by portraying the quota as unconstitutional and appeasement politics, despite its legal foundation and Supreme Court scrutiny.

Modi and Amit Shah have frequently attacked Muslim reservations, falsely claiming that they are based on religion. The fact is that these reservations are for backward Muslims based on their socio-economic status, just like those given to backward classes among Hindus,” he said. 

He pointed out that during election campaigns, Modi had repeatedly accused Congress of dividing the country by giving reservations to Muslims. The Prime Minister even claimed that Congress would take away quotas from SCs, STs, and OBCs to benefit Muslims, a statement that Shabbir Ali dismissed as blatant misinformation. He said the survey now proves beyond doubt that over 80% of Muslims in Telangana are poor and belong to backward classes, making them eligible for affirmative action.

He urged BJP leaders to stop using Muslims as a political tool and instead focus on their upliftment. “The caste survey has provided hard data. The BJP should now stop its propaganda and acknowledge the economic realities of the Muslim community,” he said.

Shabbir Ali Takes A Dig At KCR

Shabbir Ali also took a dig at former Chief Minister K Chandrashekhar Rao, accusing him of failing to conduct a proper caste survey during his decade-long rule. He said the Integrated Household Survey (IHS) conducted in 2014 by the BRS government was a wasted exercise, as it lacked scientific methodology and transparency.

KCR’s so-called survey was kept under wraps for ten years. The data was never made public, and no policies or welfare schemes were framed based on its findings. If the BRS government was truly committed to backward communities, why did it not release the report and act upon it?” he asked. 

He said that in contrast, the Congress government had ensured complete transparency in the latest caste survey, completing it in just 50 days and making the findings public. He accused KCR of deliberately avoiding discussions on caste-based issues and failing to strengthen reservation policies for SCs, STs, BCs, and minorities. 

KCR wasted a golden opportunity to restructure welfare programs based on real data. Instead, he focused on politically motivated doles without addressing long-term social justice needs. His secrecy over the IHS data raises serious doubts about his intentions,” Shabbir Ali said. 

He advised KCR to attend the special Assembly session on February 4 and share his experiences of the IHS. “If he has any knowledge about conducting such surveys, he should guide the government rather than staying silent,” he added.

Telangana Caste Survey A Benchmark For The Country

Shabbir Ali emphasized that Congress, under Rahul Gandhi, has always advocated for resource allocation based on population data. He said the Telangana caste survey, covering 96.9% of households in record time and at a lower cost than Bihar’s survey, sets a benchmark for the country. 

The Telangana Cabinet will approve the report on February 4, followed by a discussion in the Assembly. The findings will be used to restructure welfare programs, enhance job opportunities, and ensure marginalized communities receive their fair share. Calling it a revolutionary step, he asserted that governance should be based on data, not assumptions, ensuring social justice for SCs, STs, BCs, and minorities.
