Dr. Jitendra Singh to unveil the “CCS (Extra-ordinary Pension) Rules, 2023” on Monday

The Department of Pension & Pensioners’ Welfare conducts Pre-Retirement Counseling (PRC) Workshops to facilitate a smooth transition for employees from service to retirement. In this series, the Department will conduct a PRC Workshop on 27/02/2023 in Vigyan Bhawan, New Delhi under the Leadership of Union Minister for Personnel, Public Grievances, and Pensions, Dr. Jitendra Singh, Minister of State (PP). The workshop will benefit retiring central government civil employees and pension dealing officials.

On this day, Dr. Jitendra Singh will unveil the book “CCS (Extra-ordinary Pension) Rules, 2023” which is the revised version of “Extra-ordinary Pension Rules, 1939”. These rules have been revised after 84 years. New provisions on categories, faster processing, BHAVISHYA IT portal have been included.

Integration of the Pension Portal of Canara Bank with the Integrated Pensioners’ Portal of the Department of Pension & Pensioners’ Welfare shall be launched by Hon’ble Minister. 02 new service of SBI would also be available on Integrated Pensioners’ Portal. Hon’ble Minister would also launch a new mobile App “Dirghayu” for pensioners developed by CPAO and NIC.

So far 49 PRCs have been conducted by the Department – 29 for various Ministries/Departments in Delhi and 20 for the CAPFs, i.e., CRPF, BSF, and Assam Rifles in New Delhi, Jalandhar, Shillong, Kolkata, Tekanpur, Jammu, Jodhpur, and Guwahati. In all 6872 retiring personnel attended these PRCs.

Department of Pension & Pensioners’ Welfare has also framed/reviewed/ streamlined the following Pension Rules:

  • Central Civil Services (CCS) Pension Rules, 2021;
  • The Central Civil Services (Implementation of National Pension System) Rules, 2021;
  • The Central Civil Services Extra-Ordinary Pension Rules, 2023.  

Families of Central Government civilian employees, who died on account of injury or disease attributable to Government services, are eligible for Extra-ordinary family pension under the CCS (Extraordinary Pension) Rules, 2023. Similarly, employees who get disabled due to an injury or disease on account of causes attributable to or aggravated by Government Service are eligible for Disability pension under CCS (Extraordinary Pension) Rules, 2023. These rules are applicable to employees appointed before the 1st day of January 2004. However, the benefits under these rules are also available in case of death or disability of an employee appointed on or after 1.1.2004 and covered by NPS, if an option to this effect was exercised by the employee under the CCS (Implementation of NPS) Rules, 2021.

After the successful implementation of ‘Bhavishya- an End to End digitization of Pension process’ which has got the 3rd rank among all the Central Government e-Governance Service Delivery Portals as per the NeSDA Assessment 2021, the Department of Pension & Pensioners’ Welfare has decided that keeping in view the rationale for integrating portals vizEase of Living for the Pensioners at large all portals like Pension Disbursing Bank portals, ANUBHAV, CPENGRAMS, CGHS, etc. should be integrated into the newly created “Integrated Pensioners’ Portal” (https://ipension.nic.in).
