SIR to End Multiple Voter Registrations Across States

Hyderabad, May 30: The Special Intensive Revision (SIR) of electoral rolls in Telangana will ensure that voters registered in more than one state retain voting rights in only one state, election officials said.

The month long exercise will be conducted from June 25 to July 24. It aims to identify and remove duplicate voter registrations while ensuring that all eligible citizens remain on the electoral rolls.

Under the revised system, a voter can remain enrolled in only one Assembly constituency and one state. Officials said individuals registered in Telangana and another state, such as Andhra Pradesh, Karnataka or Maharashtra, will have to choose a single place of enrolment.

Telangana currently has 3,39,24,664 voters, including 1,68,18,902 men, 1,71,02,883 women and 2,879 transgender voters. A large number of residents, especially in Hyderabad, continue to retain voter registrations in their native places across neighbouring states.

As part of the exercise, Booth Level Officers (BLOs) will conduct house to house verification and distribute Enumeration Forms. Voters will receive acknowledgement receipts after submitting the forms.

The collected information will be verified through a dedicated software system designed to detect duplicate enrolments across Assembly constituencies, Parliamentary constituencies and different states. Voters identified with multiple registrations will be required to retain only one valid enrolment.

Officials said the objective is to improve the accuracy of electoral rolls and prevent duplicate or ineligible entries.

To address concerns about voter deletions, officials clarified that names will not be removed without verification. If a voter fails to submit an Enumeration Form, BLOs will verify the person’s status through local inquiries and in the presence of Booth Level Agents representing political parties.

Reasons such as migration, death, duplication or prolonged absence will be examined before any exclusion from the draft electoral rolls.

If a voter is working abroad or in another city, an adult family member may collect, complete and submit the Enumeration Form on their behalf. Families staying away during the enumeration period can also submit forms online through the Election Commission’s voter services portal.

No documents are required during the initial enumeration process. However, after publication of the draft electoral rolls, Electoral Registration Officers may seek supporting documents where discrepancies are found or eligibility requires verification.

Accepted documents may include birth certificates, passports, educational certificates, caste certificates, Permanent Residence Certificates and other government issued records.
