Hyderabad, August 30: Mauritius Public Service and Administrative Reforms Minister Lutchmanah Pentiah visited the Administrative Staff College of India (ASCI) in Hyderabad on August 29, 2026.
The visit focused on possible cooperation between ASCI and the Atal Bihari Vajpayee Institute of Public Service and Innovation (AIPSI), Mauritius.
Pentiah sought ASCI’s support in training, capacity building and research. He also noted that AIPSI is developing a Policy Research Lab.
The two institutions are expected to formalise their partnership through a Memorandum of Understanding in the coming months.
“We see significant scope for collaboration with ASCI in strengthening public sector capacity, training and policy research,” Pentiah said.
The minister visited ASCI’s Bella Vista Campus along with Devendre Gopaul, Secretary for Public Service, and Dr Ramesh Durbarry, Registrar of AIPSI.
ASCI Highlights Training and Research Expertise
Dr N. Ramesh Kumar, IAS (Retd.), Director General of ASCI, welcomed the Mauritius delegation.
K. Padmanabhaiah, IAS (Retd.), Chairman of ASCI, briefed the delegation on the institution’s history and activities.
ASCI was established in 1956 through an initiative involving the Government of India and industry. It works across executive training, research, consultancy and policy advisory services.
The Chairman and Director General explained the structure of ASCI’s Executive Education, Research and Consultancy verticals. They also outlined the institution’s approach to maintaining quality and independence while working with government clients.
The ASCI leadership shared insights from its recent NITI Aayog study on MSME schemes. They also discussed ASCI’s international partnerships with institutions such as the World Bank and Asian Development Bank.
“ASCI is keen to support Mauritius in strengthening public sector capabilities through executive education, research and institutional capacity building,” Padmanabhaiah said.
The meeting also covered possible cooperation in institutional capacity building and policy research. AIPSI’s proposed Policy Research Lab could provide an additional area for future collaboration.
The programme concluded with an exchange of mementos between the visiting delegation and ASCI leadership.
Dr B. Janardhan Reddy, IAS (Retd.), Dean of Research, attended the meeting. Dr Nirmalya Bagchi, Dean of the ASCI School of Management, also participated.
Dr Valli Manickam, Dean of Training Programmes, Dr OP Singh, Registrar, and other senior ASCI officials were present.
ASCI said it has trained more than 1.5 lakh professionals in India and abroad. The institution works with governments, public sector organisations, industry and multilateral agencies.
AIPSI operates from Côte d’Or Technopole in Réduit, Mauritius. It aims to modernise public services and equip public officers with future ready skills.
The institute also seeks to develop into a regional centre of excellence for modern and people centred governance in Africa.
