Construction Of Medigadda Seventh Block Not As Per Plan: V & E

Hyderabad, Feb 15 (Maxim News): Vigilance and Enforcement, which investigated, stated that everything from the construction to the maintenance of the medigadda barrage was flawed, and the contractor company and the irrigation department had violated the contract in many aspects.

It advised the government to set up an expert committee to find out the reasons for the failure and plan for recovery. Director of Vigilance and Enforcement Rajeev Ratan not only submitted a report to the government on the issues found under their observation but also gave many details during the visit of the Chief Minister, Ministers, and MLAs to medigadda barrage on Tuesday.

The construction of the seventh block in Medigadda Barrage is not as planned. The construction of rafts and secant piles was not done properly. Not as per plan (drawing). This is a major cause of loss. Cracking of piers 16 to 21 and loss of supporting material may cause raft failures. This is due to the construction company L&T.

The barrage has not been maintained since its inception on June 21, 2019, in 2019 itself, the problem worsened as the CC blocks shifted sideways and the plinth slab parametric joint was ignored. The reason for this is the construction company and irrigation department.

The construction company ignored several letters written by the irrigation department to repair the damaged works. Letters were written on May 18, 2020, February 17, 2021, April 6, 2022, and April 23, 2023, but no response. However, the engineers gave certificates that the work was completed contrary to the contract.

Even after the construction of the barrage, the cofferdam and sheet piles were not removed. They have not been eliminated in five seasons. This affected the flow of the river. As per the agreement, the work related to the delivery of the barrage has not been done. This is due to the construction company.

According to the Dam Safety Act, the barrage should be inspected before and after the monsoon season.  If anything is found in this inspection, it should be reported to the state dam safety authorities and steps should be taken.  However, such checks do not appear to have been carried out.

It is alleged that the major blocks in the barrage were constructed by a sub-contractor. This matter is under investigation. We are investigating the accounts.

Bank guarantees have been released even though the works are pending. The reason for this is the irrigation department. (Maxim News)
