The issue follows Tamil Nadu moving the Supreme Court over delays in clearing Assembly passed bills. Similar tensions are now visible in Karnataka after Governor Thawar Chand Gehlot declined to deliver the customary inaugural address to the legislature.

Sources said the governor objected to portions of the government drafted speech. The draft reportedly contained contentious references and data critical of the Centre. This led to his refusal to read the address, triggering political debate.

Reacting to the developments, former Himachal Pradesh and Haryana Governor Bandaru Dattatreya said governors act within constitutional authority.

He urged against politicising instances where governors do not address Assemblies.

Bandaru Dattatreya said governors and chief ministers should work in coordination. He added that similar situations in Kerala and Tamil Nadu should not be projected as constitutional crises.
