United Nations, July 23: India strongly rejected Pakistan’s remarks at the United Nations on Wednesday, asserting that cooperation under the Indus Waters Treaty cannot continue when cross border terrorism is used as an instrument of state policy.
India also reiterated that Jammu and Kashmir has always been, is, and will remain an integral and inalienable part of the country.
India Responds to Pakistan at United Nations
India’s Permanent Representative to the United Nations, Ambassador Parvathaneni Harish, made the remarks during the UN Security Council High Level Open Debate on Natural Resources Governance.
Responding to Pakistan’s statements, Harish said India was compelled to exercise its right of reply after Pakistan used the forum to present what he described as a false narrative.
“Our position on the Indus Waters Treaty remains clear and consistent. Cooperation based on mutual trust and goodwill cannot be expected when cross border terrorism is regularly deployed as an instrument of state policy,” he said.
Pakistan’s Permanent Representative to the UN, Asim Iftikhar Ahmad, had earlier criticised India’s decision to place the Indus Waters Treaty in abeyance, describing it as illegal and alleging that it threatened the livelihoods of millions in Pakistan.
The Indus Waters Treaty, signed in 1960 with World Bank facilitation, governs the sharing of waters from the Indus river system between India and Pakistan.
India suspended the implementation of the treaty following the April 22, 2025, Pahalgam terror attack, maintaining that normal cooperation cannot continue amid cross border terrorism.
Referring to Jammu and Kashmir, Harish said the Union Territory is an integral and inalienable part of India and described it as a constitutional and legal reality.
He also stated that the only outstanding issue concerning Jammu and Kashmir was what he termed Pakistan’s illegal occupation of Indian territory.
Addressing the broader debate, Harish said the illicit exploitation and trafficking of natural resources could finance armed groups and prolong conflicts. He emphasised that natural resources should instead promote development, while calling for transparent governance, responsible supply chains and stronger international cooperation.
