New Delhi, August 6: Senior Congress leader and Thiruvananthapuram MP Shashi Tharoor on Wednesday criticised the Centre’s proposed Foreign Contribution Regulation Act (FCRA) Amendment Bill, 2026, alleging that the legislation could adversely affect civil society organisations and institutions receiving foreign funding.
Tharoor expressed concern that the proposed amendments, introduced in the name of regulating foreign contributions, could impact educational institutions, hospitals and service organisations, particularly those run by minority communities.

The Congress MP alleged that the proposed legislation grants excessive powers to the government. He claimed that organisations whose FCRA licences are cancelled or not renewed could face action affecting assets created over the years through foreign funding.
Tharoor said such provisions could weaken non governmental organisations and civil society institutions, ultimately affecting the services they provide to the public.
He urged the Centre to refer the FCRA Amendment Bill to the Parliamentary Standing Committee for detailed examination before proceeding further.
The senior Congress leader also warned that the proposed legislation could face strong democratic opposition if it is enacted without wider parliamentary scrutiny.
The Centre has not yet responded to Tharoor’s remarks.
