Telangana Lift Act | Hyderabad, July 2 (Maxim News): The proposed Telangana Lift Act moved closer to becoming law after the Telangana High Court directed the Chief Secretary to personally monitor its progress and submit a fresh status report within two weeks.
The direction came after the government informed the court that the draft legislation had received the Chief Minister’s approval and was undergoing legal vetting before being placed before the State Cabinet.
The Division Bench of Justice Aparesh Kumar Singh and Justice Ghouse Mohiuddin heard the Public Interest Litigation seeking a comprehensive law to regulate lifts and escalators across Telangana.
According to a counter affidavit filed by Chief Secretary K. Ramakrishna Rao, Chief Minister Revanth Reddy approved the draft Telangana Lift Act, 2025 on June 25, 2026. The draft was forwarded to the Law Department on June 27 for legal vetting. After completing the legal review, the government plans to place the Bill before the Council of Ministers before introducing it in the State Legislature.
Telangana Lift Act receives court push
The High Court took the affidavit on record but observed that it did not specify any timeline for implementing the proposed law. The Bench noted that although progress had been made after its earlier directions, public safety could not remain uncertain indefinitely.
The Government Pleader sought four weeks to submit the next status report. However, the court declined the request and directed the Chief Secretary to personally oversee the process. It also ordered the government to file a fresh affidavit within two weeks indicating the latest developments. The matter has been posted to July 15, 2026.
The proposed Telangana Lift Act, 2025 is based on a draft prepared by Advocate Barkat Ali Khan, who also filed and continues to pursue the Public Interest Litigation before the High Court.
The proposed legislation seeks to establish a modern legal framework governing the installation, operation, inspection, maintenance, certification and safety standards of lifts and escalators across Telangana. It also aims to introduce clear regulatory mechanisms to improve public safety and accountability.
During the proceedings, Advocate Barkat Ali Khan placed model legislations from other states, comparative legal material and detailed submissions before the court to support the early enactment of the law.
Speaking after the hearing, Advocate Barkat Ali Khan said that 14 states, including neighbouring Andhra Pradesh, have already enacted dedicated lift legislation. He expressed confidence that Telangana would soon implement the Telangana Lift Act, strengthening public safety and creating a modern regulatory framework for lifts and escalators across the state.
