Congress Govt will turn big dreams into reality, says Uttam Kumar Reddy
Hyderabad, September 17: Irrigation and Civil Supplies Minister Capt N Uttam Kumar Reddy on Wednesday said the Congress government in Telangana was not only capable of dreaming big but was equally determined to turn every dream into reality. Addressing the Praja Palana Dinothsavam celebrations at the Ranga Reddy District Collectorate, he declared that the government’s record since assuming office stood as proof of its seriousness.
“We began implementing promises within 48 hours of coming to power. Telangana itself was once only a dream, realised through decades of struggle and sacrifice in 2014. In the same way, every dream we are placing before people today will also be realised. We are already on the path of implementation,” Uttam Kumar Reddy said, emphasising that the Congress government believed in delivery, not delay.
He underlined that the Congress government, led by Chief Minister A Revanth Reddy, had already shown intent by swiftly rolling out major welfare programmes. Within two days of forming the government, guarantees were operationalised across the state. Free bus travel for women under the Mahalakshmi scheme benefitted lakhs, subsidised LPG cylinders at Rs 500 reached households, the Gruha Jyothi scheme provided 200 units of free power to families, the Aarogyasri scheme coverage was doubled to Rs 10 lakh, new ration cards were issued, and crop loans up to Rs 2 lakh were waived.
Ranga Reddy Sees Major Benefits from Govt Schemes
In Ranga Reddy district alone, the impact was substantial. Over 33.66 crore zero tickets were issued to women passengers, saving them Rs 1,462 crore. A total of 2.11 lakh families received 8.28 lakh LPG cylinders with subsidies worth Rs 24.79 crore. Under Indiramma Housing, 17,440 houses were sanctioned with Rs 71.89 crore transferred to beneficiaries. The Gruha Jyothi scheme benefitted 3.25 lakh households with subsidies of Rs 154.77 crore. Under Aarogyasri, 70,336 patients in the district underwent surgeries worth Rs 177.86 crore. Additionally, 51,874 new ration cards were issued, and 1.26 lakh farmers were relieved of Rs 769.53 crore in loans across four phases.
“These numbers show that our government is serious about delivery. Every rupee spent on welfare is strengthening the foundations of families, farmers and workers,” he said.
While highlighting welfare, the Minister placed stronger emphasis on ambitious projects that he said would transform Telangana’s economic landscape, particularly in Ranga Reddy district.
At the heart of this vision was the Bharat Future City, a flagship project planned on 30,000 acres. Conceptualised as a world-class hub, it would house AI City, Pharma City, Life Sciences hubs, and Super Cities. “This project will be a game-changer for Telangana, blending heritage with modernity and placing Ranga Reddy alongside Hyderabad, Secunderabad and Hitech City as one of India’s most liveable and innovative urban centres,” Uttam said. A Future City Development Authority had already been set up to oversee its planning and execution.
₹4,000 Cr Radial Road to Boost RRR–ORR Connectivity
Equally vital was the government’s focus on connectivity. A 41.5-km radial road was approved to connect the Regional Ring Road (RRR) and Outer Ring Road (ORR), at a cost of Rs 4,000 crore. Starting from the Ravirala ORR interchange to Amangal mandal, the 300-feet-wide corridor would ensure faster and safer connectivity between Hyderabad, Future City, and surrounding industrial hubs. The project, he said, would strengthen regional integration, reduce travel time, and stimulate industrial and commercial activity.

The Minister also spotlighted the Musi Riverfront Development Project, aimed at reviving one of Hyderabad’s most historic rivers. The two-phase initiative includes cleansing of the river, development of 50-metre buffer zones on either side, construction of check dams, and creation of boating and recreational facilities. Musi’s revival will restore its ecological balance while creating cultural and leisure spaces for citizens. It will be both an environmental and social rejuvenation project,” he said.
Ranga Reddy Tops India in Per Capita GDP
Uttam Kumar Reddy noted that Ranga Reddy district is already leading the country in economic performance. According to the Economic Survey 2024-25, the district registered a per capita GDP of Rs 11.46 lakh, the highest in India. This figure places Ranga Reddy ahead of traditional economic powerhouses such as Gurgaon (Rs 9.05 lakh), Bengaluru Urban (Rs 8.93 lakh), Gautam Buddha Nagar/Noida (Rs 8.48 lakh), Solan in Himachal Pradesh (Rs 8.10 lakh), Goa (Rs 7.63 lakh), Sikkim (Rs 7.46 lakh), Dakshina Kannada (Rs 6.69 lakh), Mumbai (Rs 6.57 lakh) and Ahmedabad (Rs 6.54 lakh).
He said this achievement was a result of Hyderabad’s rapid technology expansion, pharma industry growth, infrastructure boom, and rising services sector. “Ranga Reddy has now become the economic epicenter of India. Our focus through projects like the Bharat Future City, radial roads, and Moosi Riverfront will only strengthen this status, making the district a global benchmark for innovation, industry, and sustainable urbanisation,” the Minister observed.
Uttam Kumar Reddy Pays Tribute to Telangana Martyrs
Linking Telangana’s aspirations to its struggles, Uttam Kumar Reddy reminded that September 17 was a landmark day, marking the merger of Hyderabad State with the Indian Union in 1948 after Operation Polo. He paid homage to the martyrs of Telangana’s armed struggle, the 1969 agitation in which more than 350 youth lost their lives, and the second phase of the movement beginning in 2011 that culminated in the formation of Telangana in 2014.
“Telangana was once only a dream. That dream was realised because of the continuous struggles and sacrifices of our people. Today’s development plans and promises will also be realised in the same way, through determined effort and public cooperation. Telangana is built on sacrifice, and it is our duty to honour that legacy by fulfilling the aspirations of its people,” he said.
The Praja Palana Dinothsavam celebrations at the Ranga Reddy District Collectorate were held with patriotic fervour. As Chief Guest, Minister Uttam Kumar Reddy hoisted the national flag in the Collectorate premises, formally inaugurating the programme.
Several dignitaries attended the event, including Malla Reddy Ram Reddy, Chairman of the State Roads and Buildings Corporation; District Collector C. Narayana Reddy; DCP Sunitha Reddy; Gaddiannaram Market Committee Chairman Chiluka Madhusudhan Reddy; District Library Chairman Madhusudhan Reddy; and TUFDIC Chairman Narasimha Reddy. Senior officials, public representatives and citizens from across the district also participated in large numbers.
“Telangana’s journey itself shows that no dream is too big to achieve. The dreams we announce today will become the realities of tomorrow,” he said, extending greetings on the occasion of Praja Palana Dinothsavam. (Maxim News)
