Hyderabad, July 27: The Telangana government’s Minorities Welfare Department has sparked widespread controversy following the issuance of a Government Order (G.O.Ms.No. 20) granting a 30-year lease of Telangana Urdu Academy land to a private developer. The land parcel, measuring 1.04 guntas (5,220 square yards), is located in Survey No. 29 at Dargah Hussain Shah Wali Village in Serilingampally Mandal, Rangareddy District. AIMIM President and Hyderabad MP Asaduddin Owaisi raised strong objections to the move, taking to social media to urge Chief Minister A. Revanth Reddy to cancel the order immediately.
According to the order signed on July 16, 2026, by B. Shafiullah, Secretary to the Government, permission was accorded to lease the property to M/s. N.N. Infra & Constructions, Hyderabad, on a Build-Operate-Transfer (BOT) basis.

The lease conditions specify that the lessee will construct an “Urdu-Ghar-Cum-Shadikhana and Commercial Complex” at their own cost, without financial commitment from the state government or the Urdu Academy.
Owaisi alleges procedural violations and demands immediate cancellation
Highlighting the lack of procedural compliance, Owaisi pointed out that the Minorities Welfare Secretary lacks the authority to unilaterally make such decisions.
He emphasized that leasing state institutional land requires high-level executive approval from the Chief Secretary, alongside issuing a public notice to invite suggestions and objections from the community—a step that was completely bypassed.
”The Secretary has no power to do so… This entire procedure has been bypassed. This order must be cancelled at the earliest,” Owaisi stated in his tweet addressed to CM Revanth Reddy and Chief Secretary A. Santhi Kumari. Critics and community leaders argue that bypassing public notices compromises transparency and sets a concerning precedent for public properties, despite clauses in the order stating that ownership rights remain with the Urdu Academy.
