New Delhi, Oct. 14: The Union Ministry of Law and Justice has launched a research-based initiative to address mounting case pendency across India’s district and subordinate courts. The initiative will focus on the 100 judicial districts with the highest litigation backlog.
The government said more than 5.8 crore cases are pending across Indian courts, with most cases lodged in district and subordinate courts. The 100 identified districts account for more than half of the total pendency in district courts.
National Law Universities to Identify Causes of Delays
Union Minister of State for Law and Justice Arjun Ram Meghwal chaired a video conference with vice-chancellors of 19 National Law Universities from 16 states. Senior officials from the Department of Justice, Bureau of Police Research and Development and National Crime Records Bureau also attended.

The discussions covered several possible measures to reduce delays, including identifying infructuous cases, profiling cases, alternative dispute resolution, managing adjournments, plea bargaining, mediation-assisted settlements and expanding the use of summary trials.
The ministry urged National Law Universities to involve their pro bono clubs, researchers and students in ground-level studies of case pendency in the selected districts. They were asked to analyse district-specific causes of delays and recommend practical measures to reduce the backlog.
The vice-chancellors assured the government of their participation in the initiative. Meghwal reiterated Prime Minister Narendra Modi’s vision of Viksit Bharat 2047, stating that the goal requires an accessible, efficient, affordable, fair, speedy and responsive justice delivery system.
