Abolition Of Cheque Powers To Collectors: Changes In Coming Panchayat Raj Act

Hyderabad, Dec 1 (Maxim News): The Congress government led by Chief Minister Revanth Reddy is making arrangements to conduct local body elections, if everything goes according to plan, it seems that the government’s plan is to release the schedule in January, and hold elections in February.

At present, a comprehensive family, political, and economic survey is going on in Telangana. After the completion of this survey, the government will finalize the BC reservations. However, according to the Panchayati Raj Act 2018 brought by the previous KCR government, reservations in local bodies cannot be changed for two terms. Now, if the government wants to increase the BC reservation, it will have to amend the law. Apart from this, Revanth Sarkar wants to make many changes to the previous Panchayat Raj Act.

The details of the amendments in the old Panchayat Raj Act are as follows:

Earlier Sarpanch and Panchayat Secretary had joint cheque power. However, in 2018, the Panchayati Raj Act brought by the BRS government abolished that system. Deputy Sarpanch has been given joint cheque power in place of the Secretary. However, by doing this, the government has realized that differences are arising between the Sarpanch and Sub-Sarpanch in many villages. Official sources say that this has affected the development of villages. In this background, amendments will be made to the law so that the sarpanch and secretary have joint check power.

The previous BRS government made changes in the law to change reservations once every two terms. At that time, the government said that by changing the reservation once every term, the elected people were not able to work properly. It is said that they will not have another chance because the elected officials are not paying attention to development. However, it seems that Revanth Sarkar has decided to bring amendments to change the reservation every year.

The erstwhile Panchayati Raj Act gave Collectors the power to suspend Sarpanch. However, there are criticisms that the collectors are removing those elected by the people. In this context, the Congress government is hoping to remove the power of hunting sarpanches from the collectors.

If there are more than two children in the panchayat elections, they are not allowed to contest. In this context, the government intends to amend that provision as well. Revanth Sarkar is going to bring amendments to the Panchayat Raj Act to provide an opportunity to contest no matter how many children there are.
