Centre Preference For ‘RRR’: Construction Process To Gain Speed In Roads Action Plan

Delhi/Hyderabad, Aug 19 (Maxim News): The Center will give priority to the Regional Ring Road (RRR) to be constructed from beyond the Hyderabad Outer Ring Road. RRR has recently been included in the Action – 2047 of the Union Ministry of National Highways. The Center has recently formulated a road plan to be expanded as part of Viksit Bharat. Officials believe that the regional ring road will also be added to the list to speed up its construction process.

The Central and State Governments have decided to construct the Regional Ring Road for approximately 350 kilometers in North and South. The Center has also approved the alignment to construct the northern part of 161.52 kilometers and assigned the status of National Highway. In the second phase, 189.29 km southern part of the road has been designed. It has to be approved by the Centre.

A senior official said that the latest report sent to the Center stated that the construction of the northern part will cost around Rs. 14 thousand crores and the southern part will cost up to Rs. 13 thousand crores. The cost of road construction will be fully borne by the Centre. The Central and state governments had earlier agreed to bear half of the cost of land acquisition for the road. Union Road Transport and National Highways Minister Nitin Gadkari recently clarified in the Parliament that the works will be taken up as soon as the land acquisition process is completed.

Last month, the state government made it clear to the district collectors that the process of land acquisition should be expedited.  A top official recently said that they are working to complete the land acquisition process in the next three months.

The issue of taking up the construction of both parts in one phase was mentioned in the review meeting of Chief Minister Revanth Reddy and Union Minister Nitin Gadkari. It is debatable whether it is possible to undertake the work simultaneously. The process required for the acquisition of land for the construction of the northern part is in the final stage. Opposition is being expressed by the farmers who are losing their land in one or two areas. Lawsuits have also been filed in the High Court. Officials are working to bring them down quickly. Notices should be issued to identify the farmers who will lose their land on the southern part of the road. Objections should be invited and addressed.  

Chief Minister Revanth Reddy made it clear to the District Collectors that compensation should be paid from a humanitarian perspective so that farmers do not suffer. For this, it should be coordinated with the central government authorities. The state officials also agree that the process has not been undertaken so far. In this context, it is questionable whether it is possible to build two phases at the same time. (Maxim News)
