Haryana implements the new Scrappage Policy to Reduce Pollution

In a significant move to combat pollution and protect the environment, the Haryana government has announced a new policy.

Under this policy, the government has mandated the scrapping of its own vehicles that are 15 years old.

Mr. Sanjeev Kaushal, the Chief Secretary of Haryana, has issued clear instructions to utilize registered vehicle scrapping facilities within the state to retire all government-owned vehicles that have completed 15 years of age by April 1, 2023.

Additionally, the Finance Department’s Additional Chief Secretary has been directed to allocate the necessary funds for replacing these vehicles.

Old Vehicle Retirement Becomes Imperative

The Chief Secretary has emphasized the urgent need for all Administrative Secretaries, Heads of Departments, Managing Directors, Chief Administrators of Boards and Corporations, Deputy Commissioners, and Registrars of Universities to promptly comply with these instructions.

Mr. Kaushal further stated that retiring old vehicles and embracing new and environmentally friendly alternatives are vital for effectively implementing this policy.

The decision to scrap vehicles at the age of 15 will not only enhance the overall condition of the government fleet but also contribute to pollution reduction and lower maintenance costs, while ensuring better safety standards for both passengers and vehicles.

Non-Renewal of Registration After 15 Years

According to the new instructions, motor vehicles owned by the Central Government, State Government, Union Territories, Municipal Corporations, Municipalities, or Panchayats, as well as State Transport Undertakings under the Road Transport Corporations Act, 1950, will not be eligible for registration renewal after attaining 15 years of age starting from April 1, 2023. These guidelines align with the Central Motor Vehicle Rules.
