Telangana Govt Moves to Resolve Long-Pending 22-A Land Issues

Hyderabad, Oct. 3: The Telangana government has taken another step to resolve long-pending land issues linked to Section 22-A and Urban Land Ceiling (ULC) cases.

Revenue Minister Ponguleti Srinivas Reddy said officials have been directed to examine pending ULC applications and take up regularisation of eligible cases after completing the required procedures.

The Revenue Department issued Memo No. 48062/ULC/A1/2026-1 to examine pending applications filed under Government Orders 455, 456, 747 and 92. The move covers colonies and properties that were either partially regularised or remained unregularised under the ULC Act.

The government’s latest decision is part of a wider effort to address long-standing problems involving properties affected by Section 22-A of the Registration Act.

Ponguleti said a high-level committee has already been formed to examine Section 22-A issues. The government has also issued orders based on GO 118 and GO 76 as part of the process.

According to the minister, orders have been issued to facilitate registration of eligible houses, plots and flats that have valid permissions from the GHMC, HMDA, DTCP and other municipal authorities, even if the properties had earlier been included under Section 22-A restrictions.

The minister said officials should complete the necessary procedures and take up regularisation of eligible cases without delay. The government has been working on several Section 22-A issues after Chief Minister A. Revanth Reddy assured the Legislative Assembly on September 16 that key pending issues would be addressed through a fast-track mechanism.

Ponguleti also directed district collectors and revenue officials to closely monitor implementation and resolve pending ULC and land-title issues.

The latest memo does not mean that all properties currently facing Section 22-A restrictions will automatically become eligible for registration. Officials must examine individual applications and complete the applicable legal and procedural requirements before taking action.

The government says the measures are aimed at providing relief to people who have faced difficulties in establishing property rights and carrying out transactions because of long-pending ULC and Section 22-A issues.
