Hyderabad: The Police Public Relations system introduced by former Director General of Police H J Dora played a key role in strengthening communication between the police department and the public. The initiative aimed to inform citizens about police work and improve trust in the system.

The Police Public Relations system was introduced in the early 2000s in the then united Andhra Pradesh police department. H J Dora believed that policing was not limited to controlling crime and maintaining law and order. Instead, he believed the system would become stronger when the police gained the trust of the people.

At that time, the state faced difficult conditions. Activities of the CPI ML People’s War group had increased across several regions. The Naxalites used various methods to spread their ideology. They conducted public courts and sent information to newspapers through couriers to influence public opinion.

Meanwhile, several art groups and artists travelled through villages to support Naxalite ideology. These groups promoted anti government views and tried to influence the public. Therefore, Dora realised the police needed a platform to present facts and counter misinformation against the department.

As a result, he introduced the Police Public Relations system to communicate the work of the police department to the public. The aim was also to highlight welfare and public interest measures taken by the police. According to the plan, experienced and qualified journalists were appointed in districts to strengthen the information network.

Through this system, the department shared verified information with the media. This helped present facts and explain police actions to the public. It also helped build transparency and improve communication between the police and citizens.

In addition, awareness programmes were organised in Naxal affected areas. These programmes aimed to prevent people from being drawn towards illegal activities. Special art teams were formed to spread awareness through cultural programmes.

The initiative had earlier roots when H J Dora served as DIG in Warangal. Art teams then travelled through villages in Warangal and Karimnagar districts to conduct awareness campaigns. Later, similar programmes expanded to other areas as well.

In 2001, when Sivadhar Reddy served as Superintendent of Police in Nalgonda district, he also formed an art team with police personnel. These teams travelled from village to village and conducted awareness programmes about People’s War activities. Their efforts helped explain the dangers of violence and encouraged people to follow lawful paths.

The system introduced by Dora later continued to evolve. Over time, it became a bridge between the police and the public. Today, the concept continues even in the social media era, helping the department share information quickly and effectively.
