Harish Rao Slams Congress Govt Over CAG Report on Telangana Finances

Hyderabad, March 30 (Maxim News): Former minister and BRS leader T. Harish Rao strongly criticised the Telangana Congress government, stating that the report of the Comptroller and Auditor General of India (CAG) has exposed serious failures in financial management.

He said the CAG report clearly shows that the Congress government has lost financial discipline and failed to manage the state’s economy effectively.

Huge gap between budget estimates and actual spending

Harish Rao said that for the financial year 2024–25, the state budget estimate was ₹2,21,242 crore, but the actual expenditure was only ₹1,67,804 crore. This means only about 76% of the budget targets were achieved.

Similarly, against a revenue expenditure estimate of ₹2,20,945 crore, the actual spending was ₹1,77,224 crore, which is about 80%.

Revenue deficit increased

He alleged that the previous BRS government handed over a revenue surplus state, but the Congress government pushed it into a revenue deficit of ₹9,420 crore.

Loans increased but assets not created

Harish Rao also said that although the government raised large loans, it failed to convert them into capital assets. A significant portion of borrowed funds was not utilised for capital expenditure, he claimed.

Low spending on welfare sectors

He criticised the government for under-spending on social welfare. According to him, out of ₹25,971 crore allocated for social welfare, only ₹9,721 crore (about 37%) was spent. He alleged this shows lack of commitment towards SC, ST and BC communities.

Growth targets termed unrealistic

He said the government claimed a GSDP growth rate of 10.6%, but the CAG report indicates it was only about 9%. Under such circumstances, he questioned the feasibility of the government’s trillion-dollar economy target.

Advice to government

Harish Rao advised the government to change its approach at least after the CAG report. He urged it to stop what he called “revenge politics” and focus on governance and public welfare.

He also called on the government to maintain financial discipline and avoid policies that could weaken the state’s economic foundations.
