Hyderabad, April 22 (Maxim News): Minister Uttam Kumar Reddy has clarified that the Telangana High Court has not given a clean chit to anyone in the Kaleshwaram project . He said that the High Court has expressed its opinion that the formation of Justice Ghosh Commission was correct. He said that no names were mentioned in the reports sent by the Ghosh Commission to the CBI. Minister Uttam met CM Revanth Reddy today (Wednesday). In this meeting, the Justice PC Ghosh Commission and the High Court verdict were discussed. On this occasion, Minister Uttam had a chit chat with the media. He clarified that the petitioners had approached the High Court to quash the GO No. 6 issued by the government to form the Justice PC Ghosh Commission… but the High Court did not fault the formation of the Judicial Commission. He said that the appointment of Justice PC Ghosh Commission was fully justified. He said that the High Court did not fault the findings of the commission either. He commented that the court has made it clear that the Commission of Inquiry constituted by GO.Ms.No.6 under Section 3 of the Commission of Inquiry Act, 1952 is constitutional.
Minister Uttam Kumar Reddy said that the court has also made it clear that the formation of the commission was neither arbitrary, illegal nor ultra vires. He said that the High Court had objected to the findings made against some of the responsible persons in the Judicial Commission inquiry report. He said that the technical issue of not giving notice to the petitioners as per the prescribed format was wrong. He said that the Judicial Commission had given relief to the petitioners not to take action against them based on the inquiry report. He said that his government has already decided to conduct an investigation with the CBI into the irregularities and irregularities in the Kaleshwaram project. He mentioned that a letter has already been written to the CBI. He clarified that the High Court verdict issued today is not an obstacle to the CBI investigation. The High Court has not given a clean chit to anyone. He said that the government will decide on further action after examining the complete verdict of the High Court. He said that it is absolutely true that the Kaleshwaram project has stalled. He warned that irregularities had been committed everywhere from the site selected for the project to the designs, construction and management. Everything was deficient. Strict action would be taken against those responsible. He said that since notices were not given to them, the High Court had said that only the remarks made by the commission against them would be inoperative. He said that this was a purely procedural and technical matter.
He said that Kaleshwaram has collapsed before the eyes of the people. Minister Uttam Kumar Reddy said that the seventh block of the Medigadda Barrage collapsed on October 21, 2023. He said that anyone who goes near the barrage can see how it has collapsed. He expressed his grief that the barrage built at a cost of one lakh crores has collapsed in just three years. He said that the project built during the BRS regime collapsed under their rule. He made it clear that the responsibility of finding out the reasons for that lies with his government. He said that the National Dam Safety Authority under the Central Government also submitted its preliminary report on the reasons, designs, construction and maintenance errors that led to the collapse of the barrages during the BRS regime. He said that the Vigilance Commission appointed by his government has revealed all the errors in the designs and construction from the project site selected for the barrages. He said that the retired Justice PC Ghosh Commission, which was appointed by the state government to investigate the errors and irregularities in the construction of this project, had also questioned the engineers, IAS officers, and the then administrative officials and had released its report. They said who was responsible, who was guilty, and where the mistakes had been made. He mentioned that the government had discussed the reports given by the NDSA, Vigilance, and PC Ghosh Commission in the Assembly in August itself.
Minister Uttam Kumar Reddy said that the government has written a letter to the CBI to conduct an investigation based on the reports given by Vigilance, NDSA and Justice PC Ghosh Commission. He said that on September 1 last year, the state government had handed over the investigation to the CBI and issued a notification along with the GO. There is no problem with the High Court verdict for the CBI investigation. He said that the government will take further action after receiving the copy of the verdict. He said that not a drop of water has been received from that project for two years. He said that every year the government is bearing debts and interests of Rs. 15 thousand crores to Rs. 20 thousand crores in the name of this project. He said that all the experts of renowned institutions in the country have already opined that not just two fillers.. but the entire foundation.. the foundations of all three barrages are suspicious. He said that the Kaleshwaram project is completely a human error. This is the biggest destruction in the country. Minister Uttam Kumar Reddy warned that precious public money has been wasted and that his government has the responsibility to hold those responsible for this accountable before the people.
