The comments came after India reiterated its position that discussions related to the treaty are linked to broader security concerns and the issue of cross-border terrorism.

Pakistan’s Defence Minister stated that any significant attempt affecting water access would be viewed seriously and asserted that Pakistan would protect its interests.

The Indus Waters Treaty was signed in 1960 between India and Pakistan with international facilitation.

Under the arrangement:

  • India has primary usage rights over the Ravi, Beas and Sutlej rivers.
  • Pakistan has primary usage rights over the Indus, Jhelum and Chenab rivers.
  • India retains limited rights on western rivers for purposes such as domestic use, irrigation within specified limits and hydroelectric generation under treaty conditions.

Over the years, disputes have periodically emerged over hydroelectric projects and interpretation of treaty provisions.

Following recent security developments and concerns linked to terrorism, India announced suspension of certain aspects of engagement under the treaty framework and indicated that future arrangements would depend on broader conditions.

Pakistan has raised objections to some water infrastructure projects and continues to maintain that existing treaty commitments should be upheld.

At present, there has been no official announcement of military action by either side. Diplomatic and policy developments continue to be closely watched.
