Telangana CURE Bill 2026 Proposes 24×7 Night Economy Zones

Hyderabad, July 9: The Telangana government has proposed the Telangana Core Urban Region Economy (CURE) Integrated Governance Bill, 2026 to create a legal framework for round the clock economic activity and transform Hyderabad into a 24×7 economic hub.

Under the proposed legislation, the government can designate the entire Core Urban Region or selected areas as Night Economy Zones. It will also decide which businesses can operate in these zones and specify their permitted operating hours.

The proposal is expected to cover restaurants, hotels, shopping malls, retail stores, entertainment venues, cultural programmes, tourism activities, night markets, events and other commercial establishments.

Businesses operating in notified Night Economy Zones must obtain a licence or permit from the Commissioner. Applicants will have to pay a fee determined by the Corporation, with charges varying according to the nature of the business, size of the establishment, services offered and category of operation.

The Commissioner will have the authority to suspend or cancel licences if establishments violate the provisions of the CURE Act, related rules, regulations or by laws.

The Bill also empowers the Commissioner and authorised officers to inspect establishments to ensure compliance. Inspections will normally be conducted after prior notice and in the presence of the owner or an authorised representative. However, surprise inspections can be carried out if there is an immediate threat to public health or safety.

Authorities may impose penalties and cancel licences if violations are detected during inspections.

The proposed legislation gives priority to public safety, public health, traffic management, environmental protection, noise control, emergency services and sanitation while implementing Night Economy Zones.

The government believes the policy can position Hyderabad alongside global cities such as Dubai, Singapore and London by encouraging round the clock economic activity, attracting investment and generating employment. It expects the initiative to benefit sectors including information technology, hospitality, retail, entertainment, transport and food services.

The Bill also allows the government to relax or extend operating hours under existing laws where necessary. It further provides for special incentives to eligible businesses operating in Night Economy Zones, subject to prescribed conditions.
