Hyderabad, July 10 (Maxim News): AIMIM president and Hyderabad MP Asaduddin Owaisi on Friday met Telangana Chief Secretary Sanjay Jaju and urged the state government to issue Permanent Residence Certificates (PRC) or Family Register Certificates to eligible electors during the ongoing Special Intensive Revision (SIR) of electoral rolls in Telangana.
Owaisi, accompanied by Faheem Qureshi, submitted a representation requesting the state government to invoke its powers under Article 162 of the Constitution to facilitate the issuance of the certificates.
He argued that the move would help eligible voters, particularly poor residents, establish their residency during the voter verification process.
Owaisi Seeks PRC for Telangana Voters During SIR
According to the AIMIM leader, issuing PRCs or Family Register Certificates would benefit thousands of economically weaker citizens whose names could otherwise face difficulties during the preparation of the final SIR electoral rolls. He said the proposed certificates would reduce hardship and inconvenience for genuine voters lacking some of the documents required during the revision process.
Owaisi also cited the example of Karnataka, where the state government issues Permanent Residence Certificates through a Government Order under the Karnataka Sakala Services Act, 2011. He urged the Telangana government to adopt a similar mechanism to assist eligible residents during the ongoing electoral roll revision.
The AIMIM chief further pointed out that the Telangana government already possesses several authentic databases that can be used to verify the residency of electors. These include the Samagra Kutumba Survey, the Socio Economic and Caste Survey 2024 and 2025, records under the BHU Bharati Act, 2025, the Food Security Card database maintained by the Civil Supplies Department, municipal property tax records, and school and board education records.
He said these databases could support the issuance of PRCs or Family Register Certificates and help ensure that eligible citizens are not excluded from the final electoral rolls during the SIR exercise.
Owaisi expressed hope that Chief Minister A. Revanth Reddy would take a positive decision in the larger interest of the poor, minorities, Backward Classes (BCs), Scheduled Castes (SCs) and Scheduled Tribes (STs) across Telangana.
The representation comes amid the continuing Special Intensive Revision of voter lists in Telangana, with political parties raising concerns over documentation requirements and the inclusion of eligible voters in the final electoral rolls.
If accepted, the proposal could provide an additional document for eligible residents to establish their local residency during the SIR process, particularly for economically disadvantaged sections of society. (Maxim News)
