Caste Survey Is A Historic Step For Social Justice: Hyderabad Congress
Hyderabad: The Hyderabad District Congress Committee (DCC) on Monday celebrated the successful completion of the caste survey and SC categorisation conducted by the Congress government in Telangana. The event, held at Urdu Maskan Hall in Khilwat, was chaired by Hyderabad DCC President Mohammed Waliullah Sameer and attended by several senior Congress leaders and party workers.
Telangana State Minority Finance Corporation (TSMFC) Chairman and Hyderabad District Congress Incharge Obaidullah Kotwal participated as the Chief Guest, while candidates who contested the last Assembly elections, including Mujeebullah Shareef, Boya Naresh, Osman Al Hajiri, Rajesh Kumar Pulapati, Shaik Akbar, and K Ravi Raj, were also present. The event witnessed enthusiastic participation from the Congress cadre, who hailed the caste survey as a significant step toward social justice and equitable resource allocation.
Addressing the gathering, Waliullah Sameer credited Hyderabad’s Congress workers for their proactive role in ensuring the success of the survey. He revealed that the party had launched an awareness campaign before the survey to ensure maximum participation from all sections of society, particularly in the Old City. The campaign helped educate the masses about the importance of self-identification in the survey, enabling them to claim their rightful place in the government’s welfare and development plans.
The Hyderabad DCC chief expressed satisfaction over the enthusiasm shown by Congress workers in mobilising public participation. He stated that almost 90% of the Old City’s population faces economic challenges, and the caste survey would play a crucial role in ensuring fair representation in welfare and development programs.

He also commended Chief Minister A Revanth Reddy on the completion of the caste survey, describing it as a landmark initiative that would strengthen the legal standing of the 4% Muslim reservation in jobs and education. The survey findings classified 10.08% of Telangana’s Muslim population under the BC category, reinforcing the state’s argument for continuing the 4% quota, which is currently under judicial scrutiny in the Supreme Court.
Waliullah Sameer called the survey a historic step toward social justice and equitable resource distribution, stating that governance must be data-driven rather than assumption-based. He highlighted how the Congress, under Rahul Gandhi’s vision and Revanth Reddy’s leadership, had fulfilled its promise to conduct the caste survey, making Telangana a model for the entire nation.
The Congress leader also highlighted the government’s commitment to Hyderabad’s development, citing key initiatives such as the Musi Riverfront Beautification Project, which aims to transform the riverbanks into a vibrant economic hub for Old City residents. He also mentioned the long-pending Metro Rail works in the Old City, which will significantly boost connectivity and employment opportunities in the region.
He asserted that the Congress government was focused on inclusive growth, ensuring that no section of society was left behind. The findings of the caste survey, particularly on housing, employment, and economic conditions, would be utilised to restructure welfare programs, improve job opportunities, and enhance the standard of living in the Old City.
During the event, several Congress leaders from the Old City voiced their concerns over the lack of representation in nominated positions. They expressed dissatisfaction with the party’s high command, stating that Congress’ growth in the region depended on promoting and recognising local leaders who had worked tirelessly for the party.
The leaders emphasised that the Congress’ presence in Hyderabad, particularly in the Old City, could only strengthen if dedicated party workers were given key roles in the government and party structure. They urged the leadership to address this neglect and provide due recognition to local Congress leaders in future appointments.
Waliullah Sameer asserted that the Congress government would continue ensuring fair governance by focusing on data-backed policies to address the needs of SCs, STs, BCs, and minorities.
