Jharkhand Exam | New Delhi: The Supreme Court will hear on Monday, August 24, a plea seeking a CBI probe into alleged irregularities in the Jharkhand civil services preliminary exam.
A bench led by Chief Justice Surya Kant will hear the petition, along with Justices Joymalya Bagchi and V Mohana.
Activist Harisharan Devgan filed the petition through advocate Satyam Singh Rajput. He has sought an independent and time bound investigation into the alleged malpractice.
The plea concerns the Jharkhand Combined Civil Services Preliminary Competitive Examination 2025. The Jharkhand Public Service Commission conducted the examination on April 19, 2026, under Advertisement No. 01/2026.

The petitioner has challenged the credibility and transparency of the examination process. He has also sought the transfer of the ongoing investigation from the Jharkhand CID to the CBI.

The petition argues that authorities must examine the complete examination chain. This includes question paper preparation, printing, coding, storage and transportation.
It also covers question paper distribution and the conduct of the examination. The plea seeks scrutiny of the collection and custody of OMR answer sheets.
Furthermore, the petitioner wants investigators to examine scanning, coding, decoding and evaluation procedures. The storage and access of electronic examination data also form part of the requested probe.
The petition has asked the court to direct authorities to secure all physical and digital evidence immediately. This includes original OMR sheets, candidate held carbon copies and CCTV recordings.
The petitioner has also sought preservation of server audit logs. He said these records could help prevent any possible tampering with evidence.
However, the plea does not seek cancellation of the examination solely on allegations or media reports. Instead, it seeks an independent investigation to establish the nature and extent of the alleged irregularities.
The petitioner said the investigation should determine the mechanism and possible impact of any malpractice. He also sought a time bound process to establish the facts objectively.
According to the petition, the question of whether the preliminary examination remains reliable should follow the investigation. The petitioner said that decision should rest on objective and scientifically verifiable evidence.
The plea also raises a broader constitutional issue concerning public recruitment examinations. It questions whether an examination conducted by a constitutional authority meets the required standards of fairness and transparency.
The petitioner has argued that such standards are essential for examination results to form a lawful basis for public appointments.
The Supreme Court’s hearing on August 24 will determine how the court responds to the request for an independent CBI investigation. The allegations remain subject to judicial consideration.
