Hyderabad, June 14: The Hyderabad City Security Council (HCSC), in collaboration with Hyderabad City Police, on Saturday celebrated the certification of the first batch of volunteers under the Margadarshak Programme and formally launched the second cohort at the TGICCC Auditorium in Banjara Hills.
The community driven initiative aims to create a network of trained volunteers and safety ambassadors who can support public safety efforts across the city. The programme equips participants with practical knowledge and skills related to women’s safety, cyber awareness, emergency response, public safety and community engagement.
More than 80 participants successfully completed the training modules in the inaugural batch and received Margadarshak certification. Officials said the success of the first cohort demonstrated strong public interest in community policing and citizen participation in safety initiatives.
Margadarshak Programme Gains Momentum in Hyderabad
Building on the success of the first batch, HCSC and Hyderabad City Police launched the second cohort during the certification ceremony. The new batch has already attracted 280 participants, reflecting growing enthusiasm among citizens, educational institutions and community organizations to contribute to public safety.
The event brought together senior police officials, community leaders, partner organizations, trainers and volunteers to recognize the achievements of the first cohort and reinforce the vision of creating a resilient and safety conscious community.
Pokarna Group supported the initiative by sponsoring the Margadarshak Programme.
Addressing the gathering, Hyderabad Commissioner of Police and HCSC Chairman V.C. Sajjanar said public safety is a shared responsibility and emphasized the importance of stronger partnerships between citizens and law enforcement agencies.
He noted that trained volunteers can act as force multipliers by helping bridge the gap between citizens and support mechanisms such as SHE Teams, Bharosa Centres and Cyber Crime units.

Sajjanar also announced the launch of a new Police Mentors Programme. Under the initiative, a designated constable in every police station will serve as a mentor to Margadarshaks by providing guidance and continuous support. He said the initiative would complement the recently launched Spandana All Women First Responder System and strengthen safety networks in schools, colleges, offices and residential communities.
He further stated that the police department plans to integrate the expertise of retired officers, educationists and experienced professionals into the programme to enhance community engagement and awareness.
HCSC Secretary General C. Shekar Reddy highlighted that urban safety requires active collaboration between citizens and law enforcement agencies. He said the programme empowers residents with knowledge and skills while promoting a proactive approach to safety and security.
Deputy Commissioner of Police, Women Safety Wing, Dr. Lavanya NJP stressed the importance of community based initiatives that bring police and citizens closer together. She explained the responsibilities of Margadarshaks and outlined the guidelines volunteers should follow while serving as community safety ambassadors.
HCSC Joint Secretary of the Women’s Forum, Khyati Naravane, thanked partner organizations, trainers and volunteers for their contribution to the programme’s success. She reaffirmed HCSC’s commitment to expanding the initiative and increasing community participation in the coming months.
Officials said the Margadarshak Programme is designed to develop a citywide network of trained volunteers who can promote women’s safety, emergency preparedness, public awareness and responsible citizen engagement. The initiative forms a key component of Hyderabad’s broader strategy to strengthen community policing and build a safer urban environment through public participation.
